Who is NTE Mobility Partners and LBJ Infrastructure Group? The North Tarrant Express was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. With an Average Annual Daily Traffic (AADT) of 200,000, this Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County. The LBJ Express is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. With an Average Annual Daily Traffic (AADT) of 270,000, it is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, approximately three months ahead of schedule, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.
Job Description:
Summary: Traffic Management Center (TMC) Operator is responsible for monitoring the roadways to detect events that impede the flow of traffic and access to the LBJ Express, North Tarrant Express (NTE) and NTE 35W Express corridors. Operators detect, confirm, and coordinate response to scheduled and unscheduled traffic incidents. Operators monitor multiple sources for congestion, monitor dynamic toll rates, activate dynamic message signs, send emails to internal and external personnel, and perform other essential tasks within the operations center.
THIS IS 24/7, 365 DAY OPERATION. The position is defined as essential personnel and may require additional hours and flexibility of scheduling in response to increased demands or significant events.
Operators must successfully complete the initial training program under the supervision of, and monitored by, the Training Supervisor and TMC Manager. They must then continue to perform acceptably as they acquire additional knowledge and skills through “on-the-job” training.
Essential Duties and Responsibilities:
- Multi-tasking is required.
- Detect and responds to traffic management data information from multiple real-time sources such as alarms, traffic flow maps, closed circuit television (CCTV) cameras, video display wall, police radio scanners, inbound phone calls, etc.
- Verify and classify traffic events such as: congestion, incidents, special events, construction, and device malfunctions using CCTV while coordinating with other departments personnel.
- Initiate the appropriate response plan in response to the detected traffic event.
- Evaluate and respond to all incidents by determining lanes blocked, injuries, fatalities, spills, estimated incident duration, and by confirming if First Responders are needed.
- Operate pan-tilt-zoom (PTZ) cameras and scan multiple monitors to observe, verify, and diagnose traffic events and to assure the proper functioning of equipment.
- Detect and verify field device failures and provide notification to ITS Supervisors and TMC Management, while maintaining thorough documentation.
- Send required traffic incident email notifications and updates in a timely manner.
- Monitor and respond to environmental conditions (AQM) and Roadway Weather Information Systems (RWIS).
- Activate and regularly update the Dynamic Message Signs (DMS).
- Coordinate with and dispatch the Roadside Assistance technicians, interagency traffic management personnel (such as other TMC operators (DalTran, NTTA, TransVision), First Responders, and other private providers) during confirmed incidents, before special events, as well as communicate to the appropriate channels for all traffic events.
- Notify key personnel of significant and unusual incidents, weather conditions and real-time system issues that adversely impact operations in accordance with documented procedures.
- Assists with data collection to include in monthly reports, travel speed/time reports, incident reports, etc.
- Determine where motorists are located, utilizing various maps and tools. If the motorist is outside of our service areas, direct them to the correct courtesy patrol agency (if available).
- Performs other job-related duties as assigned.
Qualifications (Knowledge, Skills & Abilities):

Education & Experience:
- Associate or Bachelor’s Degree is preferred but High School Diploma or equivalent will be considered.
- 1 to 2 years’ job experience in transportation, traffic management, incident response, 9-1-1 dispatching, radio dispatch, commercial operation environment or similar is preferred.
- Familiarity with Dallas LBJ I–635 and or/ Fort Worth 35W, I-820 and Hurst/Euless/Bedford (HEB) I-183/121 geography is a plus.
Qualification Required:
