Financial regulation is continually evolving and comprehensively shapes the financial services landscape, including the global activities and operations of Citigroup. Understanding the regulatory landscape in the United Kingdom, European Union, Middle East, and Africa, strategically evaluating the impact of existing and proposed regulations upon the broader economy and the operation of Citi and our clients and advocating for sound and growth-promoting policies are critical priorities for Citi.
The Regulatory Strategy & Policy team (RSP) is looking for an experienced senior professional to fill an opening within its team covering the UK, EU, and MEA regions. The position will report directly to RSP’s Head of UK, EU, and MEA regions. RSP is charged with analyzing financial regulatory initiatives, policies, and standards set by global regulators and their potential impact on the economy, our clients and the firm’s strategy and operations. The team coordinates, executes, and drives Citi’s regulatory policy advocacy efforts across international standard setters, regulatory bodies, and trade organizations, strategically connecting and integrating Citi’s overall regulatory strategy and engagement and advising senior management on these matters.
This position is responsible for partnering with leaders across Citi’s businesses, functions, and geographies, in particular Finance, Legal, Government Affairs, Independent Compliance and Risk Management (ICRM), Risk, and Citi's business units, to formulate and advocate for Citi’s interests regarding current and forthcoming regulatory policies.
The team routinely engages with Citi’s senior leaders and subject matter experts from across its businesses, functions, and geographies – including Risk, Finance, Legal, Compliance, Global Government Affairs and Citi's business units – to formulate and advocate for Citi’s priorities with respect to current and forthcoming regulatory policy initiatives.
Role Overview:
As part of this role, the RSP team runs Regulatory Strategy and Advocacy (RSA) processes to provide consistency and completeness over Citi's engagement on regulatory consultations. The RSA process identifies and prioritizes regulatory advocacy opportunities for Citi and defines engagement strategies for these key priorities. This involves conducting cross-business and cross-function internal engagement on advocacy priorities to develop clear and consistent Citi views, including the formation of temporary or longer-term working groups.
The role will have high visibility working closely with senior executives and SMEs across the businesses, functions, clusters, and legal entities. It will include representing Citi in trade associations and industry forums to align industry perspectives with Citi’s priorities, and to share industry insights back into Citi. RSP drafts direct Citi responses to key consultations based on inputs from relevant stakeholder groups and coordinates and reviews such responses where internal stakeholders lead on the drafting. RSP also represents Citi in bilateral and multi-lateral meetings with the regulators on key advocacy topics, and coordinates Citi's representation from other teams as appropriate.
A key skill of this role will be to be able to quickly synthesize new policy developments, identify relevant stakeholders, and engage with senior representatives from the businesses and functions to develop Citi’s advocacy positions.
As such, candidates for this role should be familiar with both the broader regulatory environment, and the practical realities of business processes, and should be a strong and confident communicator.
What you'll be doing:
Work across the clusters to define and support the ongoing development and delivery of Citi's strategy for engaging with key regulators, mainly focused on the development of regulatory policy. This will include training and education and supporting the countries and legal entities within the Citi clusters.
Support Citi’s RSP team in connection with the strategy and advocacy efforts around the development of new and proposed regulations, guidance, and standards within the UK, EU, and MEA regions, collaborating closely with RSP team members from the U.S. and other regions.
Partner with the RSP peers across its Prudential, Capital Markets, and AML and Sanctions divisions to drive Citi’s advocacy efforts across reform areas, interacting with regulators, trade organizations and other key stakeholders.
Engage with Citi’s senior leaders in the UK, EU, and MEA geographies to understand and integrate Citi’s positions on the strategic and practical implications of current and forthcoming regulatory policies and their potential impact, developing the “One Citi” view to be shared internally and externally.
Coordinate with Citi’s Government Affairs, Legal, Compliance, and Regulatory Engagement teams on regulatory policy priorities and changes impacting them.
Monitor, analyze, and report on UK, EU, and MEA regulatory policy developments that will impact Citi and its businesses, as well as the banking and capital markets industries broadly.
Partner with internal stakeholders – including business specialists, legal, and government affairs – to (1) develop, coordinate, and convey Citi policy positions, including in connection with industry comment letters and consultations and (2) build awareness of regulatory policy related issues that could impact Citi businesses.
Prepare regulatory strategy and advocacy briefing materials for senior leaders, including summaries and talking points.
Prepare reports, internal communications, and presentations on regulatory advocacy issues and developments.
Develop and maintain strong relationships with internal and external stakeholders.
What we'll need from you:
Significant years of relevant experience preferably gained in a global, complex, and matrix driven institutional financial services firm, a related regulatory body, law firm, consulting company, or trade association.
Specific subject matter expertise regarding regulatory framework and a strong business understanding of the products and services Citi offers.
In-depth understanding of the current regulation and policy agendas of the at the Bank of England (BoE), Prudential Regulatory Authority (PRA), Financial Conduct Authority (FCA), European Central Bank (ECB), European Banking Authority (EBA), European Securities and Markets Authority (ESMA), and other relevant global regulators and standard setters such as the International Organization of Securities Commissions. The preferred candidate will also have an understanding of the regulatory and policy development processes at those organizations.
In-depth knowledge of the capital markets and the financial services industry.
Excellent written and oral communication skills, including the ability to understand and articulate complex issues in an understandable, but comprehensive manner.
Ability to translate very complex matters into clear and concise points.
Experience and comfort speaking externally with both regulators and industry trade groups.
Ability to develop strong relationships with internal stakeholders, including members of the executive management team, and be seen a strategic advisor.
Ability to lead groups of internal subject matter experts to develop and communicate coherent policy positions.
Ability to think critically and with strategic judgement.
Self-starter that demonstrates initiative, creativity, adaptability, and resourcefulness to manage time-sensitive projects and competing priorities.
Ability to work autonomously and collaboratively with others to meet deadlines and produce superior work products.
Education:
Bachelor’s/University degree or equivalent experience, potentially Masters degree
