Primary Function
This position is contingent upon contract award.
Serves as the overall NASA Test Facility Operations, Maintenance, and Engineering (TFOME) III Program Manager and the primary point of contact for all contract matters. Responsible for the safe, effective, and efficient execution of the contract Statement of Work. This position is primarily located at Glenn Research Center in Cleveland, Ohio, with operations at Armstrong Test Facility (ATF) and Lewis Field.
Essential Duties
The Program Manager has the overall TFOME III program management responsibility and works with subordinate managers and PMO staff. The PM manages and serves as the point of contact for all functions of the contract. He/she will have full authority to hire and terminate contract personnel at all sites. As the overall TFOME III PM, he/she will be held accountable for the budget, profit, and loss of the program across all sites. He/she will also be responsible for ensuring the safe, compliant, and effective operations under this contract.
- Serves as contractor’s single contract manager and representative authorized to interface with the Government contracting officer (KO), contracting officer’s representative(s) (COR), and customer representatives.
- Program Manager ensures master program baselines (cost, schedule and performance) are developed and followed, identifying and mitigating program risks, and directing internal and external team members for successful completion of project that meets customer requirements, on time and on budget.
- Uses experience and problem-solving skills to develop and improve processes.
- Establishes metrics and monitors progress to assure contract compliance, customer satisfaction, and attainment of company commitments and objectives.
- Conducts program review meetings, including arranging for facilities and equipment, developing agendas, preparing attendance lists, and publishing meeting results.
- Reports progress to appropriate levels of management.
- Provides contract status reports to responsible Government personnel as required.
- Actively identifies additional/expanded tasking with existing customers and defines technical requirements for negotiations of changes to contract scope.
- Mentors and coaches assigned personnel to enhance performance and encourage professional development.
Supervisory Responsibilities
The Program Manager has direct reports which include functional managers and direct supervision of applicable Site Leads at ATF and Lewis Field. Provides guidance and oversight to all 350+ employees assigned to the contract, including exempt, CBA, SCA, and part time employees.
Desired Knowledge, Skills & Abilities
- Individual shall have experience leading a diversified team in a test facilities environment with emphasis on test operations, maintenance, and engineering.
- Individual shall possess strong interpersonal and team building skills, with a proven ability to attract, hire and motivate a strong management team.
- Excellent written and verbal communications skills required.
- Intermediate to Expert computer skills specifically using iSite, Maximo, and Microsoft Office Suite. Ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Excellent interpersonal skills to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with other crew members and external contacts such as vendors, suppliers, and corporate representatives, etc.
- Excellent analytical skills with the ability to evaluate data and consider decision impact across multiple areas.
- High degree of self-motivation and the ability to work independently.
- Ability to multi-task.
- Should be able to demonstrate relationship building skills and be comfortable interacting with professionals at all organizational levels.
- Demonstrated negotiation skills for interaction with both customers and internal stakeholders.
- Must be able to interface with the customer, subcontractors, and internal stakeholders such as contracts/subcontracts, finance, purchasing, and human resources.
- Demonstrated knowledge and application of Risk and Opportunity Management tools and processes. Collective Bargaining Agreement (CBA) experience preferred.
- PMP Certification preferred.
Required Qualifications
- Possess a bachelor’s degree.
- Ten years of experience in a management position in the aviation field.
- Demonstrated experience of NASA test facilities.
- Experience managing a multi-company contractor workforce is required.
- Demonstrated experience communicating on a regular and routine basis with Government designated representatives as well as company employees to deliver effective required products on time and budget.
- Demonstrated knowledge of Federal Acquisition Regulations (FAR), NASA FAR supplement regulations, requirements, policies and procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial practices relating to procurement and production.
- Demonstrated history of success in cost control, budget administration, acquisition and retention, key account development and customer service optimization.
- Must be a US Citizen.
- Must have a Secret clearance.
- Ability to successfully pass a pre-employment physical and drug test.
