Northrop Grumman, Space Systems, is currently recruiting for a Program Manager 2 to join our team.  This position will be supporting Propulsion Systems located at the Hill Air Force Base, Utah, facility.

Roles and Responsibilities:

This Program Manager position oversees various portions of scope within the Propulsion Subsystem Support Contract (PSSC). The primary location for this position is Hill AFB, Utah with occasional travel to Promontory, UT.

The Program Manager is responsible for the cost, schedule and technical performance of aging surveillance, sustainment, and demilitarization activities and plays a key role in future business capture. 

Emphasis is placed on working closely with project engineering and the Air Force customer to determine priorities and deliver on-time with high technical quality.  PSSC is a cost-plus award fee contract.

Program Execution

  • Plan and execute program successfully by managing safety, quality, schedule, people, materials, technology, and cost

  • Continuously drive for results and challenge the status quo to meet customer’s needs

  • Have proven ability to influence others positively

  • Work successfully with cross functional team to deliver high quality product

Program Team Management

  • Provide leadership and direction to the program team while leveraging the skill sets of each team member

  • Lead a multi-discipline, multi-faceted team to successful performance of critical milestone events

  • Coordinate the performance of program functions (such as supply chain, contract, finance, and operations) 

  • Ability to provide verbal and written information clearly, succinctly, and persuasively to Air Force customers

  • Position program and team for long term success on subsequent contracts

  • Identify and assess risk with appropriate mitigating actions

Schedule Management

  • Establish plans and schedules in alignment with contract objectives

  • Ensure that the programs/projects are on schedule to the program milestones

  • Manage IRAD projects in parallel with customer contracts

Financial Performance

  • Manage budgets and update EAC performance for interval reviews

  • Present status and overall performance to internal customers

  • Forecast financial performance and staffing needs

Contract Structure & Pricing

  • Support contract negotiations, endorse final price/contract terms and resolve contract issues

  • Complete negotiations on contractual requirements and support delivery of all CDRL deliverables on-time to customer team

Technical Performance

  • Guide and provide feedback on processes, materials, tooling, facilities and suppliers based on lessons learned and customer feedback,

  • Drive technical excellence by setting program standards, working closely with technical team, balancing risk, and delivering performance

  • Clearly communicate difficult technical challenges/issues to customers and management

Business Development

  • Support advocacy initiatives to promote additional Minuteman aging pursuits

  • Aid in proposal preparation for subsequent program contracts

  • Demonstrated ability to develop innovative solutions for unique customer problems and transition into value-added program scope

Basic Qualifications:

Education and Experience Requirements

  • Bachelor’s degree in applicable Engineering or Business field

  • Nine years of related experience

  • Five (5) plus years’ experience in leading multi-discipline teams

Additional Information

  • Must be a U.S. citizen and have a Secret security clearance, or ability to obtain one

Preferred Qualifications:

  • A thorough knowledge of solid rocket motor materials, processes, manufacturing, key suppliers, tooling, testing, facilities, lessons learned, etc.

  • Experience in solid rocket motor design, development, and manufacturing

  • Understanding of government customer requirements, both technically and financially

  • Relevant experience at various levels of responsibility within a matrix organization

  • Experience as CAM and/or past profit/loss accountability

  • Experience in cost and schedule controls, including IMS management and familiarity with earned value principles

Salary Range: $131,200.00 - $196,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
