Global treasury risk management oversight

Banking is a risk-taking business. The goal of ERM is to ensure that State Street’s risks are proactively identified, well-understood, and prudently managed in support of our business strategy. As such, ERM provides risk oversight, support, and coordination to ensure consistent identification, measurement and management of all risks arising from the provision of products and services to our clients. GTRM acts as the business-aligned risk function focused on these responsibilities for the activities of the Global Treasury (GT) department. GT core functions include managing the investment portfolio, asset-liability risk, liquidity risk, funding and liability pricing, capital structure, and rating agency relationships.

GTRM plays a critical role in the overall success of the organization. State Street investors and clients rely on State Street to ensure the risks of State Street are appropriately managed. Our team is responsible for identify, analyzing, monitoring key financial risks of State Street including liquidity risk, interest rate risk, and mark-to-market risk.

Key Responsibilities:

Alignment:

To enhance Treasury’s and SSBI’s governance, its regulatory coordination and administration, its data management oversight, and its stress testing as required and expected as an ECB-regulated bank.

(1) aligning the Treasury infrastructure with evolving EU regulations,

(2) ensure data accuracy, and

(3) bolster stress testing processes. 

The role facilitates better resource allocation and ultimately better decision-making.

Management:

• Outsourcing Portfolio Manager responsibilities.
• Representation on SSBI at new business committees.
• Participation in SSBI Sustainability Committee.
• Involvement in SSBI Treasury Operations Risk Committee (TORC).
• Ensuring consistency and delivery of all committee outputs.

Oversight:

• Oversight of ECB Regulatory and Audit Findings.
• Data governance monitoring.
• Management Information Systems (MIS).
• Climate-related project coordination and oversight.

Execution:

• Leading ECB stress tests.
• Supporting quarterly prescribed GTRM IRRBB Stress tests.
• Supporting First Line of Defense (FLOD) Liquidity Stress Tests, including new binding constraints.
• Overseeing Climate Stress Testing initiatives.

Active Liaison:

• Collaboration with RIGA, Compliance, Audit, M&A teams, Corporate Secretary, and BRM.
