The Global MCA Reference Controls Library Quality and Oversight lead is a critical role with the MCA organization within Central Controls in COO. The MCA organization enables effective and efficient execution of the Manager Control Assessment (MCA) across Citi by driving common execution, maximizing the value of technology and driving quality of MCA data through continuous improvement feedback loop.

The lead of the Reference Controls Library Quality and Oversight will be responsible for ensuring that the Reference Controls Library has content suitable and supporting the MCA Program driving standardization, risk mitigation, and process efficiencies. The lead will also secure all needed functional improvements and optimization for this MCA tool and its integration with other MCA elements. In addition to the structure and content management, they will also be the primary point of contact with other business and functions, ORM, ICRM and other stakeholders and will support their risk management objectives through the RCRL tool utilization.  

This role is in Central Controls Managers Control Self-Assessment (MCA) Team. Individuals in MCA are responsible for designing and implementing a comprehensive and robust Managers Control Self-Assessment (MCA), also known as Risk & Control Self-Assessment (RCSA), and the execution of control activities thus improving identification and remediation of significant control issues and operational risk events in a timely manner. 

Responsibilities: 

• This role leads the MCA program efforts through the collaboration with respective key first and second LOD stakeholders in the optimization of reference controls, maintenance and improvements in of the Risk and Controls Reference Library (RCRL).
• Leverages RCRL and referential data to support and inform optimization efforts across the MCA Program with Global or targeted improvement on risk, process, business, or function levels.
• Provides leadership and direction through a large team of professionals and/or junior managers.
• Provide leadership to drive optimization and efficiencies in projects
• Assist management in guiding and influencing decisions that conform to business objectives
• Manage the execution of control activities in support of Managers Control Self-Assessment (MCA)
• program, also known as Risk & Control Self-Assessment (RCSA).
• Manage the MCA program, including the annual/semi-annual/quarterly/monthly attestation, quality oversight and related reporting.
• Take ownership to identify, analyze, and assess potential risks, ensuring timely identification and remediation of significant control issues and operational events.
• Drive the execution of the MCA in accordance with the ORM Policy & Framework, as well as applicable Policies, Standards, and Procedures.
• Develop and maintain ORM tools and
• methodologies to support accurate and consistent assessments of the risk and control environment
• Consistently monitor key performance indicators (KPIs) and evaluate effectiveness of the risk and controls
• Propose enhancements or improvements as necessary to the MCA.
• Implement a robust tracking and reporting MCA inventory including key metrics to provide visibility on the status of control gaps and MCA quality control processes, highlighting risk and escalating concerns in a timely manner.
• Champion MCA best practices transformation, and execution consistency across business/functions.

• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of teams and create accountability with those who fail to maintain these standards

Qualifications: 

• 10+ years of experience in operational risk management, compliance, audit, or other control-related functions in the financial services industry.
• Ability to identify, measure, and manage key risks and controls.
• Track record leading Control related projects and programs • Ability to see the big pictures with high attention to critical details.
• Develop and implement strategy and process improvement initiatives.
• Comprehensive knowledge of Citi’s businesses and functions and their risk profiles.
• Developing new ideas and improving current processes to proactively mitigate risks.
• Requires an ability to provide challenge and make recommendation for risk and controls remediation.
• Expert knowledge in the development and execution for controls.
• Proven experience in control related functions in the financial industry.
• Proven experience in implementing sustainable solutions and improving processes.
• Expert understanding of compliance laws, rules, regulations, and best practices.
• Deep understanding of Citi’s Policies, Standards, and Procedures.
• Strong leadership, decision-making, and problem-solving skills.
• Strong analytical skills to evaluate complex risk and control activities and processes.
• Ability to deliver compelling presentations and influence executive audiences.
• Strong sense of accountability and ownership, with strong results orientation.
• Excellent communication skills; ability to engage and inspire across stakeholder groups.
• Exceptional command in Microsoft Office suite, particularly Excel, PowerPoint, and Word.

Bachelor's/University degree, Master's degree preferred

$130,880.00 - $196,320.00
