Northrop Grumman is seeking an experienced and motivated professional for the role of a Supply Chain Subcontract Specialist (Band 2) or Principal Supply Chain Subcontract Specialist (Band 3) with experiences in supply chain management, or related fields, to include business and financial planning, contracts administration, project management, logistics, or manufacturing. The successful applicant will become a part of Northrop Grumman’s Category Management Team (CMT) within the Mission Systems Sector, which is engaged throughout all aspects of the core technologies used within our major systems. This role is in support of the Proposal Team.

Responsibilities will encompass the full range of the subcontract acquisition process including preparation and execution of a mixed portfolio of subcontracts while ensuring compliance to company policies and procedures. The ideal candidate will understand the buyer and the seller roles in establishing mutually successful business arrangements, with experiences in work specifications and compliant solicitations/bid packages, proposal evaluation, price and term negotiations, development of contractual documentation and post award administration. Candidates must be able to make sound decisions in a timely manner, display strong interpersonal skills, and have an agile perspective of compliance protocol mandated by regulated industry.

Within the CMT organization the candidate will support a team-based organization and perform activities in a variety of cross-functional areas including but not limited to strategic analysis, complex negotiations, materials planning, procurement execution/award, finance, and internal customer service. Ideal candidates are generally experienced in multiple areas of the procurement or contractual function(s), developing business relationships, and demonstrating an affinity for working with, or understanding both manufacturing and technology.

This position is responsible for executing major subcontract activities and providing contractual support and documentation to suppliers in support of programs.

This position can be remote or Linthicum, MD.

Qualifications

Basic Qualifications for Supply Chain Subcontract Specialist (Band 2)

A candidate, regardless of age and hiring source, must meet ALL of the below criteria.

  • Bachelor’s or Master’s Degree from an accredited institution

  • 3+ years of supply chain, procurement, business management and/or related experience with a Bachelor’s Degree, 1+ years of supply chain, procurement, business management and/or related with a Master’s Degree. 

  • Strong verbal and written communication skills

  • Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences

  • Proficiency in MS Office suite

  • US Citizen

Basic Qualifications for Principal Supply Chain Subcontract Specialist (Band 3)

A candidate, regardless of age and hiring source, must meet ALL of the below criteria.

  • Bachelor’s or Master’s Degree from an accredited institution

  • Six+ years of supply chain, procurement, business management and/or related experience with a Bachelor’s Degree, Four years of supply chain, procurement, business management and/or related with a Master’s Degree

  • Strong communication skills (verbal and written), time management skills, and information management skills.

  • Strong problem-solving skills leading to innovative solutions.

  • Detail oriented, strategic thinking, and analytical.

  • Demonstrated interpersonal and people leadership skills; ability to leverage professional relationships

  • Proven multitasking ability; resilience when faced with multiple deadlines and competing priorities

  • US Citizen

Preferred Qualifications for Both Levels

  • Past experience performing successfully in a buying, supply chain planning, or supply chain program management role

  • Demonstrated experience with compliance and problem solving

  • Expertise in MS Word, Excel, and PowerPoint

  • The individual will be a key contributor to the continuous improvement and streamlining of common GSC Proposal processes

  • Maintains strong, positive interoffice and stakeholder relations. Represents GSC in cross-organizational workgroups, communities of practice, project teams, etc.

  • Demonstrated strong leadership skills as well as the ability to multi-task in a challenging environment

  • Professional experience in a regulated industry; to include Aerospace & Defense, Insurance, Financial Services, Telecommunications

  • SAP experience

  • Knowledge of FAR/DFAR

  • Demonstrated experience with multiple contracting formats, including Firm Fixed Price, Cost Reimbursable, NCTA, IRAD

  • Familiarity with terms and conditions, and/or special contract clauses/types such as: long term agreements and intellectual property agreements.

  • Demonstrated negotiation experience

Salary Range: $65,500.00 - $98,300.00Salary Range 2: $80,600.00 - $121,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
