What You Will Do:

  • Support Caterpillar Defense’s operations in the identification and mitigation of contractual and compliance risk through direct sales, dealer sales, bids and proposals, account and program management, and purchasing or subcontracting efforts.

  • Perform comprehensive risk analyses of government and commercial solicitations, bid proposal documents, representations and certifications, and sales and purchase terms and conditions.

  • Provide guidance and counsel on government contracts requirements to Caterpillar Defense leadership, program and account managers, engineering personnel, purchasing personnel, account coordinators, and other personnel in the enterprise encountering the government contracts risk.

  • Maintain ownership of and accountability for Caterpillar Defense’s contracts management processes.

  • Function as Facility Security Officer (FSO) with responsibility for security clearances processes, managing and implementing classified information and non-classified information requirements, liaising with internal stakeholders such as Global Information Systems and Global Security, and managing Assistant FSO personnel.

  • Manage contracts administration team and operations inherent to contracts administration function. 

  • Manage Cybersecurity compliance and ensures the business maintains CMMC certification.  Also oversees Caterpillar’s compliance with Buy America and Buy American requirements to ensure it meets Government compliance. 

Basic Requirements You Will Have:

  • The position requires an undergraduate degree

  • Ten or more years in leadership with progressive responsibilities

  • High ethics and values that equal Caterpillar Values in Action

  • Must be solely a US Citizen (dual citizenship not accepted)

Skills Requirements:

  • Organizational Leadership: Extensive knowledge of leadership concepts in setting, embracing and achieving objectives.

    • Ability to gain thorough knowledge of Caterpillar’s operations, customers, and dealers and ability to perceive and manage risk through extensive experience with government contracting regulatory requirements. 

  • Customer Focus: Align customer needs and satisfaction as primary considerations in all business decisions

    • Demonstrated positive interaction with multiple levels of internal stakeholders, customers, suppliers, and government regulators is essential. 

  • Consulting: Extensive knowledge in providing technical or business guidance to clients, both internal and external; ability to apply consulting knowledge appropriately.

    • Strong consulting skills to effectively train Caterpillar Defense personnel on relevant government contracts risks and processes. 

    • Excellent verbal and written communication skills and adherence to processes are critical.

  • Problem Solving: Extensive knowledge of approaches, to resolve organizational, operational or process problems

    • Must be cognizant of risk related to government contracts compliance generally including export controls; contractor ethics; order-to-delivery operations; cost principles, cost accounting standards, and other government price or cost requirements

  • Relationship Management: Extensive Knowledge of relationship management techniques to maintain healthy working relationships with clients, vendors, and peers.

  • Technical Excellence: Expert knowledge of a given technology, requirements and various application methods to include:

    • Strong familiarity is expected with Caterpillar’s Compliance Program, Enterprise Policies and Procedures, FAR and DFARS and other agency requirements, general export and import restrictions, and the National Industrial Security Program Manual (NISPOM) and related restrictive government information requirements and Buy America/Buy American requirements.

Top Candidates Will Also Have: 

  • A graduate degree in a field or profession beneficial to Caterpillar Defense is desirable.

  • Extensive experience working on federal contracts with the military or defense/government contractor

  • This position is located in Dallas, TX and offers a flexible working environment

  • Moderate travel required (5%-15% of working time)

  • Relocation will be considered
