Job Description:

In addition to the compensation above, this position is eligible for location pay ($4,000/year).

Responsibilities

The Assistant Director, Office of Planning and Community Affairs (OPCA), will assist in directing all OPCA functions, including the oversight of OPCA staff and activities; the provision of technical assistance to staff of OPCA as well as all units of the AIDS Institute, other agencies, and community-based organizations in advancing the activities of OPCA; strategic planning; managing special projects; program design, implementation, and evaluation; and representing the AIDS Institute and OPCA.  Of note, the OPCA plays a central role in Ending the Epidemic (ETE) activities, in accordance with the Governor's three-point plan to increase access to PrEP services, identify persons with HIV who are unaware of their status, and link persons with HIV to care and treatment to improve health and suppress viral load. 

The OPCA has grown in terms of responsibility and staffing.  The OPCA plays a central role in the new Eliminating Hepatitis C initiative, which involves eliminating hepatitis C among persons living with HIV.  This initiative will involve efforts similar to the ETE initiative.  In addition, the OPCA oversees regional ETE planning bodies throughout the State that collaborate to implement ETE initiatives in their regions.  Further, the OPCA will plan, design, and implement the Regional ETE Network initiative, which will involve establishing lead agencies that will support Regional ETE Coordinators; integrating the work of related bodies, such as the regional ETE steering committees and subcommittees, regional NYLinks learning networks, regional hepatitis C elimination groups, etc.; providing leadership to regional networks and other regional bodies; and overseeing regional forums.

Minimum Qualifications

Bachelor’s degree in a related field and six years of experience in the direction and/or management of a public health, health, human services or health regulatory program or community-based organization; OR an associate’s degree in a related field and eight years of such experience; OR ten years of such experience.  The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources.  At least four years of experience must have included supervision of staff and program management.  A master’s degree in a related field may substitute for one year of experience.

Preferred Qualifications

Experience in/comprehensive knowledge of the New York State ETE initiative; at least five years of experience managing an HIV program; public speaking experience; experience managing advisory bodies and task forces; experience coordinating statewide conferences. 

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.

Travel, up to 25% of the time, will be required.

This position may require occasional work on weekends, after-hours, and holidays.
