Job Summary:

Administers overall business activity for a school including but not limited to strategic planning and goal setting, personnel management and staff development, research contracts and grants management, education program development, legal services and regulatory compliance, space management-academic and research needs, information systems, division financial management, analysis and reporting, building and maintaining department internal and external relationships, and initiatives of the academic/research and clinical missions.

Education & Experience

Bachelor’s degree in business, finance, public administration, accounting, health science/health administration, or related field and five (5) years of related experience. Master’s degree and experience in an academic medical center or large group experience with knowledge of teaching, research and clinical practice operations preferred.

Knowledge, Skills & Abilities

Leadership skills and experience working in increasing roles of responsibility. Ability to work with a high level of confidentiality and accuracy. Experience with budget development and maintenance of multi-million dollar accounts/awards. Knowledge of accounting principles, concepts, systems, and procedures. Knowledge of budget policies and procedures. Knowledge of management principles involved in strategic planning, resources allocation, leadership technique, and coordination of people and resources problem solving skills. Skill in the use of personal computers, accounting software, and other relevant software applications. Verbal and written communication skills. Specific financial focus and/or knowledge of capital budgets, operational budgets, management, and creation of financial reporting tools. Ability to report complex data in a clear, concise manner.

Responsibilities

  • Prepares and manages the operational and capital budget for the school, including off-campus instructional sites.  Works closely with the dean, associate deans, assistant deans, directors, and other administrators to implement university policies and procedures to meet the financial and administrative needs of the school.  Reviews and approves all financial expenditures ensuring compliance with UMMC policy and procedures as well as state and other regulatory institutions policies and procedures.  Analyzes, monitors, and reconciles monthly budget and accounting reports.  Prepares financial reports and develops financial forecasts and projections. Provides budgetary oversight for state funds, clinic revenue, grant funding, sponsored programs, and development funds.  Works closely with school leaders in the development of grant budgets and assist in management of post awards including approval of all grant and sponsored programs financial expenditures.  

  • Examines budgetary information for completeness, accuracy and conformance with procedures and regulations, and reviews monthly variances and discusses with dean and other leaders as needed and identifies potential financial issues and assists with a corrective action plan.  Analyzes monthly budget and accounting reports to maintain expenditure controls and works with dean, other leaders, directors, and managers to ensure understanding of reports and departmental financial status.  

  • Directs and manages all operational affairs which includes, budgeting, human resources, personnel actions, costing allocations, grant expenditures, contracts administration, space allocation, property control, physical facilities, usage and allocation of funds in accordance with federal, state, local, and university statues, policies, and regulations.  Analyzes purchase requests to ensure compliance and efficiencies and oversees and approves all purchasing and contractual activities for the school and off-campus instructional sites.  Works closely with human resources on campus related to any personnel issues that may arise.  Maintains required documents within the school to ensure compliance with state and national accreditation standards.  Oversees periodic internal audits and works closely with state auditor’s office on inventory audits. 

  • Directs, supervises, and oversees work activities of subordinates ensuring all activities, operations, and projects deadlines are met and completed in a timely manner and are compliant with university policies and procedures.  Works closely with individuals involved as issues arise to seek resolution and make recommendations. 

  • Works closely with leadership to ensure sufficient resources are allocated to support educational technology in the classrooms and simulation labs for all of the school’s instructional sites. 

  • Works with school and other appropriate leadership on renovation and capital improvement plans to ensure funding and coordinate purchases. 

  • Liaises with internal and external constituencies. 

  • Works on special projects and/or committees as identified by the dean and leadership of the school.  

  • Participates in the creation and successful implementation of an aggressive strategic map and long range plans for the school and works closely with the dean and leadership to ensure budget alignment with strategic plans, goals, mission, vision, and core values helping lead the change process.  Develops and prepares financial and personnel documents related to accreditation for both the university and the school.

Physical and Environmental Demands

Requires occasional working hours significantly beyond regularly scheduled hours, occasional travelling to offsite locations, frequent activities subject to significant volume changes of a seasonal/clinical nature, constant work produced subject to precise measures of quantity and quality, occasional driving, constant sitting, occasional standing, and occasional walking.
