CACI is seeking a Principal Subcontracts Specialist who will support the National Security and Innovative Solutions Executive Management Team. As a dedicated resource to the Contract, the Subcontracts Specialist will support the Warfighter Training Readiness Solutions team supporting the U.S. Army’s Program Executive office for Simulation, Training and Instrumentation and other Army Installations.  PEO STRI Warfighter-Training Readiness Solutions (W-TRS) encompasses existing and future efforts and is one the most complex service contracts in the U.S. Army. W-TRS simultaneously supports 424 TADSS sites- both manned and unmanned- that are distributed across 77 countries to execute a wide array of unique operations including maintenance and training support for 305,889 TADSS and simultaneous training events per year while repairing 600+ devices daily across various sites.
 

The W-TRS facility will be in Orlando, Florida and co-located with the Program Management OfficeThis position can be remotely locatedMinimum travel may be required. The Subcontract Specialist will manage service-oriented Agreements for Labor and various teammates and procure specialized services to include identification of requirements and negotiations of terms and conditions. This role will prepare bid packages, analyze, and evaluate proposals, perform Price/Cost Analysis, negotiate subcontract pricing & provisions, perform supplier assessments and source selection, prepare/issue Subcontract Agreements and administer resulting subcontracts.. Ensure compliance with Public Law (FAR/DFAR/AMS), company business policies and procedures, import/export regulations (ITAR/EAR). Work extensively with Integrated Product Teams including, Engineering, Quality, Finance, Contracts and Program Management along with other key functional groups to ensure on-time delivery of compliant product/services at or below program budget. The candidate must possess the ability to simultaneously manage multiple subcontracts and priorities.

The Opportunity:

  • Provide leadership in the areas of proposal preparation, negotiations, and subcontract administration for a complex contract. 
  • Advises internal technical clients regarding subcontracting processes with the Federal Government and compliance with Government regulation and CACI Policy
  • Provides technical guidance and mentoring to other associates in Subcontracts and to the technical staff involved in subcontract management
  • Form and maintain strong business relationships with subcontractors, ensure subcontractor compliance
  • Develop solutions to problems for complexity that require ingenuity, creativity, and innovation
  • Possess working knowledge of manufacturing principles, supply chain processes and change management systems best practices
  • Focus on program goals to ensure that solutions are consistent with organization objectives Subcontract Management
  • Participates in source selection process at proposal and execution phases, working with supplier development, planning and proposal support processes
  • Capability to assist in the development of Subcontractor Statements of Work
  • Flow down prime contracts requirements
  • Demonstrate leadership skills within an Integrated Project Team
  • Collaborate cross-functionally working effectively with different departments to achieve program goals and objectives including Engineering, Quality, Finance, Contracts, and Program Management.

Qualifications:

  • Ability to obtain DoD Secret Clearance
  • 8 years of related experience managing subcontracts for complex US Government programs including experience in the Defense Industry.
  • Experience in the utilizing various subcontract types
  • Full lifecycle procurement activities to include NDA, TA, Subcontract Administration, Modifications and Price Analysis
  • Problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity
  • Exemplary written and oral communication skills, presentation skills, ability to listen well and communicate effectively with others
  • Ability to develop and negotiate terms and conditions and other agreements
  • Demonstrated ability to act independently as may be required and demonstrated success in influencing or achieving critical requirements including those related to cost and schedule performance
  • Advance knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and related federal and state legislation and regulations
  • Knowledge of contractual terms and conditions and how to mitigate risk
  • Ability to handle multiple tasks and meet deadlines
  • Ability to work independently and in a team environment
  • Experience and understanding of Subcontract Management best practices and techniques
  • Proficient in Microsoft applications (Outlook, PowerPoint, Word, Excel, SharePoint)
  • Additional knowledge/skills may be required by contract or assignment
  • Ability to train and mentor, all levels of employees to foster clear understanding of Procurement standards and practices
  • Minimum of eight (8) years' experience in subcontract administration with a bachelor's degree in associated field; ten (10) years' experience without a bachelor's degree

These Qualifications Would Be Nice to Have

  • Bachelor's Degree in Purchasing, Business Administration, or related field preferred
  • Two (2) years supervisory/management experience
  • Ability to develop and present complex subcontract administration strategies and solutions to the Program Management Office
  • Costpoint and P2P system knowledge
  • Lean manufacturing principles, Six Sigma methodologies and continuous improvement frameworks

The proposed salary range for this position is:

$67,100-$141,000
