Job Description:

The VP Governance & Control leads a group of professionals responsible for supporting the identification, assessment, reporting, mitigation and control of operational risk and regulatory compliance for Business Banking (Commercial, Small Business and Merchant Solutions).  

This role reports directly to the SVP Divisional Office & Transformation, Canadian Business Banking. Responsibilities include but are not limited to:

  • Strategic and operational leadership of Business Banking governance and control functions including Risk Marketplace for 4 new Journeys; this covers different distinct business lines ranging across Commercial Banking, Small Business Banking, TD Merchant Solutions, Commercial National Accounts, National Real Estate Group, Commercial Mortgage Group, Equipment Finance, etc. 

  • Proactively re-design key controls in alignment with best practices, develop a risk-based approach to development testing and control programs, and develop models to drive effective risk monitoring.

  • Strategically lead teams to drive proactive LOB risk identification, and corresponding risk reporting strategy around key metrics and relevant KPIs

  • Lead and oversee ongoing completion of the Operational Risk Management and Regulatory Compliance Management programs within BB and associated reporting to 2A control partners

  • Lead the deployment and oversight of the Risk Marketplace function and operating model across 4 Journeys pan Business Banking: Run my Business Journey, Fund my Business Journey, Run my Merchant Business Journey, Understand my Business Journey

  • Lead and own the development and implementation of appropriate business specific internal control monitoring and testing to provide line of sight over design and operating effectiveness of key controls within Business Banking

  • Responsible for maintaining and evolving the 1B QC Testing program

  • Lead and own Change Governance, and ongoing Performance & Integrity testing strategy and program

  • Lead key regulatory/compliance relationships and take a risk-based approach when implementing controls to maintain compliance

  • Provide regulatory guidance (Compliance, AML, Privacy) to the Business Bank

  • Oversee root cause analysis and ensure appropriate actions are taken when control breakdowns are identified

  • Coordination of exams (audit, compliance, regulatory) and oversight of remediation activities

  • Oversee Data Steward function pan Business Banking

  • Lead road to strong activities and evolve the function to achieve best-in-class

Job Requirements:

  • Requires in depth knowledge of operational risk management and regulatory compliance processes within the banking industry; strong Commercial credit, risk, and product experience are assets

  • Strong relationships with risk and control partners, with demonstrated ability to manage complex stakeholder relationships

  • Proven ability in developing and deploying a vision and impact/influence others to align to that vision. Be known for providing creative thought leadership while also listening and engaging others to provide input in the shaping of that vision

  • Ensure we remain ahead of the curve on self-identification, and understanding emerging compliance risks/trends

  • Strong people leader with demonstrated experience in leading high performing teams and identifying and growing talent

  • Strategic thinker with deep analytical skills, with proven history of making an impact, developing and executing on strategies and delivering superior results in both the short and long term

  • Powerful succinct communicator who engages colleagues, business partners, external stakeholders, and employees

  • Confident precise presentation and facilitation skills and strong interpersonal and leadership skills to facilitate working with senior management at all levels

  • Demonstrated relationship building skills, with a superior ability to make things happen through the use of positive influence

  • Expertise in working effectively in teams – requires a track record of working cross-organizationally and with multiple stakeholders at varying levels

  • Robust organizational skills with the ability to work in a fast-paced environment and manage multiple deadlines and priorities
