The Program Manager will lead the execution of the National Library of Medicine (NLM) Health Information Program (HIP) Maintenance contract, overseeing all technical, operational, and administrative activities. This role serves as the primary point of contact for the Contracting Officer’s Representative (COR) and Product Owners (POs), ensuring high-quality delivery of consumer health information services across MedlinePlus, Discover Women’s Health Research, and related NLM resources.

Key Responsibilities

Program Leadership and Oversight

  • Direct and coordinate all tasks across the Statement of Work, including content development, database curation, user research, and web operations.

  • Provide strategic guidance to ensure alignment with NLM priorities, NIH initiatives, and evolving public health needs.

  • Lead Agile program execution, including backlog prioritization, sprint planning, and continuous improvement.

Client Engagement and Communication

  • Serve as the primary liaison to the NLM COR and Product Owners.

  • Lead regular status meetings, program reviews, and ad hoc communications.

  • Prepare and deliver monthly status reports, briefings, and presentations for NLM leadership and stakeholders.

Team Management and Coordination

  • Supervise multidisciplinary teams including medical writers, medical librarians, UX specialists, developers, and translators.

  • Assign and balance workloads, ensuring timely completion of deliverables.

  • Foster collaboration across functional areas (content, technology, UX, and analytics).

Quality Assurance and Performance Management

  • Ensure all deliverables meet NLM standards for accuracy, usability, accessibility (Section 508/WCAG), and plain language.

  • Establish and monitor quality control processes across content, data, and technical outputs.

  • Address performance issues and implement corrective actions as needed.

Planning, Risk Management, and Reporting

  • Develop project plans, schedules, and resource forecasts.

  • Identify risks, dependencies, and potential challenges; implement mitigation strategies.

  • Track progress, costs, and performance metrics across all task areas.

Innovation and Continuous Improvement

  • Recommend improvements to workflows, systems, and processes to increase efficiency and effectiveness.

  • Identify opportunities to integrate automation, analytics, and emerging technologies into program delivery.

Required Qualifications

  • Minimum of 5 years of experience serving as a program manager or product owner for interdisciplinary teams supporting web-based products or information services.

  • 1+ year of experience managing federal health, scientific, or digital information programs.

  • 1+ year of experience in Agile methodologies and tools (e.g., Jira, Confluence).

Preferred Qualifications

  • Experience supporting NLM, NIH, or other federal health agencies.

  • Background in health communications, public health, biomedical information, or medical librarianship.

  • Experience with consumer health information platforms (e.g., MedlinePlus or similar).

  • Familiarity with UX, analytics, SEO, and content strategy for public-facing websites.

Professional Skills

  • Experience managing cross-functional teams and coordinating complex, multi-component projects.

  • Strong communication skills, including the ability to develop reports and present to senior leadership.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$119,323.00 - $202,850.00
