The Leidos Defense Sector currently has an opening for a Business Process Subject Matter Expert to work remotely supporting our team in Mechanicsburg, PA. A Department of War (DoW) Logistics Subject Matter Expert (SME) specializing in the Enterprise Logistics Management System (ELMS) plays a critical role in bridging logistics operations with asset accountability. This is an excellent opportunity to utilize your experience and expertise to support our ELMS mission. This role will directly assist the Department of War with effectively managing and accounting for their property while ensuring audit readiness to support the Federal Improvement and Audit Readiness (FIAR) guidance. This will include providing analytical support and logistics subject matter expertise for supply and property accountability initiatives within the ELMS community. This analysis will be used to develop reports and briefs to keep senior leaders apprised of resource requirements, progress, and challenges. utilizing ELMS.  Additionally, we will develop processes and inventory schedules covering complete cradle-to-grave supply chain management for equipment and materiel from purchase to disposal. This position will provide operational ELMS support and business process analysis for all system transactions necessary to maintain accurate inventory records.

Primary Responsibilities:

The Business Process Subject Matter Expert will align ELMS functionality with broader logistics workflows, including supply chain, transportation, maintenance, and distribution. The Business Process Subject Matter Expert will advise on integration of ELMS with systems like GCSS-MC, GCSS-Army, Navy ERP, and Air Force LIMS-EV.

The Business Process Subject Matter Expert identifies the requirements and then documents/designs the solution to integrate the desired feature(s).  The Business Process Subject Matter Expert designs provide new capabilities or are used as the basis for modifying existing capabilities due to changes in customer requirements or changes in policies / regulations.

  • Provides subject matter expertise and recommends process improvement DoW agencies and services regarding adherence with audit readiness guidance.
  • Interpret and apply DoDI 5000.64 and DoD Financial Management Regulations to logistics operations
  • Recommend ELMS module configurations to support logistics-specific needs (e.g., SKO creation, dispatch logs)
  • Assist in planning, reviewing, analyzing, developing, and delivering a wide spectrum of life cycle policy using legacy and future logistics information technology systems for support equipment and materiel.
  • Attends DoW policy working groups providing input and consultation to Under Secretary of Defense (OUSD) regarding accountability and management of DoW property and equipment.

Additional Duties may include (But not limited to):

  • Serve as liaison between program offices, logistics teams, and ELMS Teams.
  • Evaluate and analyze written reports in support of Accountability Policy.
  • Provide strategic advice on optimizing property accountability processes.
  • Provide functional guidance on ELMS modules including Property Accountability, Maintenance & Utilization, Warehouse Management, and Material Management.
  • Support site visits to USMC or other DoD locations to execute detailed coordination, knowledge transfer, limited testing, proof of principle, and hands-on support for various high-priority efforts.
  • Interpret and apply DoD Instructions (e.g., DoDI 5000.64) and Financial Management Regulations.
  • Support warehouse operations including Set, Kit, and Outfit (SKO) creation and container tracking.
  • Assist in the revision of processes and procedures, as well as close data gaps that relate to property visibility, traceability, fielding and accountability.
  • Manage the initial receipt integrated project plan and ensure timeframes are being met.

Basic Qualifications:

  • Bachelors’ Degree with 17+ years or Master's Degree with 15+ years of Project, Logistics, or Supply Chain Management experience. Additional experience, training, and/or certifications may be considered in lieu of degree requirement.
  • US Citizen; Currently possessing or ability to successfully obtain and maintain a Secret Clearance upon hire.
  • Comprehensive understanding of property management and logistics management policies, procedures, practices, and concepts affecting mission support operations at various levels of command throughout the DoD.
  • Broad understanding of FIAR principles with emphasis on Key Supporting Documents (KSD) requirements, valuation and depreciation of Chief Financial Officer identified property.
  • Thorough and comprehensive knowledge of Army and Joint policies, principles and/or directives. Extensive interpretation of these broad guides is required to refine or develop specific guidelines and procedures.
  • Possess understanding and ability to draft staff package documentation for coordination on new or revised DoD, Joint Staff, or Program Office.

Preferred Qualifications:

  • ELMS experience.
  • Service or Agency staff-level experience.

Pay Range:

Pay Range $139,100.00 - $251,450.00
