Summary of Job Duties:

The Medical Services Administrator will manage the post-award activities of a portfolio of grants for the Internal Medicine Department using knowledge of grant management rules and regulations, technical expertise, excellent analytical skills, exemplary verbal, and written communication skills, as well as effective multi-tasking, prioritization and time management skills. Interacts regularly with and provides high-quality customer service to Internal Medicine Staff, the Office of Research and Sponsored Programs (ORSP), the Office of Sponsored Projects Administration Network (OSPAN), and all regulatory entities to ensure compliance. This position will work closely with the Principal Investigators (PI) and Evaluators to ensure compliance with various monitoring, policy, procedural, and financial reporting activities. The position ensures effective planning, oversight, and coordination of associated grants within Internal Medicine. This position will ensure effective coordination of the grant portfolio and monitor the progress and performance of all aspects of the assigned area of responsibility including responsive interactions with federal partners; compliance with regulatory requirements; budgetary oversight and, project reporting.


Qualifications:

  • Bachelor's degree in business administration or related field plus five (5) years of business administration experience or

  • Master's degree in business administration or related field plus three (3) years of business administration experience required.

Preferred Qualifications:

  • 4 years of grants management experience

  • Grants Management Certification or currently enrolled

  • Knowledge of budgets, grants, and contracts.

Responsibilities:

  • Manages the day-to-day operations of the assigned portfolio of grants at the Internal Medicine level using knowledge of grant management rules and regulations, technical expertise, excellent analytical skills, and time management.  

  • Interact regularly with and provide high-quality customer service to Internal Medicine staff, Principal Investigators, Office of Sponsored Projects Administration Network (OSPAN), program staff, and all regulatory entities to ensure compliance.

  • Assist the program staff and principal Investigators with various compliance functions such as recipient monitoring or policy and procedure updates and preparation of periodic financial reports.

  • Directly responsible for all Post Award, Financial, and reporting aspects for the Portfolio of grant accounts. Including monitoring salary allocations, meeting deadlines and revisions, interim reporting, invoicing and collecting funds, and any other aspect of grants management.  

  • Must have excellent written and verbal communication skills.

  • Coordinates and oversees activities of multiple award types.

  • Demonstrates a high level of integrity and innovative thinking and actively contributes to the success of both UAMS and the Grants accounting office.

  • Promotes and models a positive multidisciplinary collaboration and interaction with staff, internal investigators, and external grant agencies.

  • Assist the Department Administrator with grants and clinical trials as they are awarded.

  • Assist PI’s with tracking expenses and financial reporting.

  • Works closely with the Research Core Manager and assists with core facility financial support including rate calculations, and core revenue/expense analysis, while ensuring compliance with federal and university policies.

  • Develops budgets and creates fiscal controls.  

  • Develops and generates financial statements, assigns/distributes fiscal responsibilities, applies fiscal controls and procedures, and conducts periodic audits of actual expenses and budget comparisons for all funding sources including grant funds, state funds, foundation funds, clinical trials, and endowments.  

  • Develops, implements, and recommends changes in division policies and procedures to meet changing needs to attain division, department, and COM goals.

  • Responsible for overall productivity and continuity in the provision of comprehensive services to meet Division standards.

  • Develops and prepares financial, operating, and overall status reports for the Division Director, Internal Medicine, VA Administration, and Dean’s Office as requested.  

  • Facilitates VA contracts and maintains communication with VA administrative offices.

  • Oversees and Facilitates faculty recruitment, hiring, resolution of immigration issues and requirements, promotion/tenure processes, and performance management/evaluations under the leadership of the division directors.  

  • Ensures strict adherence to all governing policies or contractual agreements related to regulatory compliance, data management and collection, and other duties directly related to the portfolio managed by this position.

  • Self-monitors workloads and adherence to deadlines.

  • Develops and conducts quality assurance reviews.

  • Facilitates effective communication and interaction among staff, investigators, and senior leaders of UAMS and grant agencies.

  • Recommends and works with team toward continual process improvement activities.

  • Prepare all financial reports, including invoices for required signature and sponsor-required periodic financial status reports, and monitor, and collect all funds per award terms and conditions.

  • Develops and/or maintains professional knowledge and skills by participating in continuing educational activities and professional organizations.

  • May perform other duties as assigned.
