Strategic Sourcing Senior Manager - Capital Construction

What you will do

In this vital role you will report into the Sourcing Site Lead at Amgen’s North Carolina manufacturing site and will be responsible for planning and delivery of the Capital Construction portfolio at the site. The Senior Manager will be accountable for developing and managing the overall sourcing strategy and supplier management processes for construction at the site in collaboration with key business customers.

  • Lead sourcing activities for a portfolio of large capital projects, including negotiations and contract creation in Ariba CW or Sirion, managing ongoing contract management needs and to be accountable for hand-off to Contract-to-Pay teams

  • Build and maintain a Project Sourcing Plan with Project Managers as a "living document" throughout the project life cycle

  • Work closely with the site Capital Project team to ensure timely delivery of eRFX, bid analysis and contractor selection, final approval and completion of contract and/or scope of work for purchase orders in a fast-paced environment

  • Support a variety of spend sub-categories including Architectural and Engineering services, Equipment, Construction Management services, Automation Integration services, Commissioning, Quality and Validation services, and General Construction Contractor and individual Construction Trade Services

  • Provide basic training of Contract provisions to Project Team and serve as the source for Contract interpretation and application during project delivery

  • Work with Project Managers and Project Controls Managers to resolve valid contractor disputes, claims and/or change orders

  • Act as a trusted business advisor, providing thought leadership and consistent customer service to Operations Engineering business partners

  • Collaborate with Engineering Stakeholders on the development of Supplier Relationship Management programs to drive incremental value and resolve supplier issues

  • Function as a process and systems expert, guiding business customers and ensuring compliance with all relevant global sourcing policies and procedures

  • Effectively drive cross-category collaboration where ‘overlapping’ partner groups, geographic regions and / or requirements exist

  • Manage, minimize and mitigate supply/contractual/regulatory risk by using the market and internal Amgen functions where appropriate (Legal, Compliance, Data Privacy, Cybersecurity, Audit etc.)

Basic Qualifications:

  • Doctorate degree and 2 years of Procurement experience; OR

  • Master’s degree and 4 years of Procurement experience; OR

  • Bachelor’s degree and 6 years of Procurement experience; OR

  • Associate’s degree and 10 years of Procurement Accounting experience; OR

  • High school diploma / GED and 12 years of Procurement experience

Preferred Qualifications:

  • Category Experience

  • Demonstrated knowledge and experience in Capital Engineering, Construction and Equipment

  • Experience in delivering projects for a Pharmaceutical and Biotechnology company

  • Experience in interacting and collaborating with Project Management, Engineering, Project Estimating and Controls, Finance, Legal

  • Understanding of planning, development and delivery of Capital Projects

  • Solid understanding of procurement methodology

  • Experience and knowledge to develop and implement a successful sourcing plan for large, multi-year construction projects

  • Ability to drive value for customers by using the right sourcing levers

  • Strong negotiator with the ability to drive value for business partners and suppliers through strategic supplier agreements

  • Ability to analyze spend data and present insights based on the needs of the audience

  • Sophisticated problem-solving & analytical skills

  • Ability to conduct benchmarking to address cost, quality, risk and innovation considerations

  • Proven track record of identifying root causes to issues and actively problem solving complex organizational needs

  • Excellent partner engagement and soft skills

  • Strong oral and written communication / presentation skills

  • Ability to develop strong, trust-based, mutually beneficial relationships with key internal partners / groups and with key providers in current and future markets

  • Independent self-starter with continuous improvement attitude and ability to motivate others to accomplish ambiguous tasks

  • Experience using e-procurement tools such as SAP, Ariba, Sirion, and Scout

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
