Overview

The Emerging Infections Program (EIP) is a national resource for surveillance, prevention, and control of emerging infectious diseases. The EIP is a network of 12 sites in the United States, and it is funded by the Centers for Disease Control and Prevention (CDC). In Connecticut, the EIP is a collaboration between the CT Department of Public Health (CT DPH) and the Yale School of Public Health (YSPH).

Working collaboratively with the Principal Investigator (PI), the EIP Associate Director will direct, monitor, and assess all activities in the CT EIP portfolio that have been contracted to YSPH. They will provide strategic direction and operational management to support the goals of the EIP. They will work with partners at DPH and CDC to set goals and develop solutions to problems as they arise. They will serve as the primary liaison with program staff at CT DPH and the EIP central office at CDC, and serve as the Yale EIP representative on national EIP conference calls. As EIP activities evolve this person will be responsible for representing Yale EIP during protocol development with CDC and other EIP sites and implementation and management of new and ongoing activities at the Yale EIP.  They will oversee fiscal management by preparing, monitoring, and reconciling budgets. They will ensure that all policies and procedures are in compliance with federal, state, and local laws and university policies. They will coordinate the preparation and submission of annual applications and progress reports. They will collaborate closely with staff at YSPH for financial and facilities (OFA), technical (IT), hiring (HR), and administrative staff to manage the operational needs of the EIP.

The Associate Director will also supervise all project managers at the EIP. In each programmatic area, the Associate Director will guide and support the establishment and maintenance of surveillance procedures at clinical and commercial laboratories in Connecticut; oversee data collection to fully characterize the epidemiology of the pathogen/condition in the population; ensure that quality control measures are applied to confirm accuracy and quality of data; ensure timely transmission of surveillance and/or study data to CDC; support ongoing analysis of surveillance data to monitor trends and disseminate surveillance findings to appropriate stakeholders. They will assist with hiring program staff and students as needed. The Associate Director will work closely with the Yale EIP PI to facilitate a collegial work environment and ensure that project managers and their staff have appropriate supports to complete their work. They will support training initiatives for all EIP employees. Additionally, as research questions arise out of the surveillance data, the Associate Director will work with project managers to collaboratively develop protocols, implement them while adhering to human subject regulations, and disseminate the findings to key stakeholders.

Required Skills and Abilities

1. Proven managerial experience with strong leadership capabilities, including supervising staff and managing multiple projects.
2. Excellent analytical, organizational, and problem-solving skills with attention to detail.
3. Strong interpersonal and communication skills, including the ability to work collaboratively and exercise confidentiality.
4. Demonstrated ability to work independently and provide guidance on program leadership functions, including budgeting, contract review, and human resources.
5. Proficiency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint) and experience with financial management and grant administration.

Preferred Skills and Abilities

1. Master's degree in a relevant field and relevant experience in managing programs and staff.
2. Knowledge and proficiency using systems like Workday, REDCap, and Canva and accounting software.
3. Proven experience in an academic environment with understanding of university policies and procedures.
4. Demonstrated knowledge of budget management, especially as it applies to higher education.

Principal Responsibilities

1. Directs, monitors, and assesses needs and directs the application of resources of an administrative University office dealing with one or more major functional areas. 2. Directs and implements solutions to problems that are routine to complex in nature and that affect multiple functional areas of responsibility. 3. Plans and/or participates in planning University activities on a long-term basis to comply with University goals and objectives. 4. Establishes and implements consistent university-wide policies in multiple functional areas of responsibility. 5. Ensures that University office policies and procedures are in compliance with federal, state, and local laws and ordinances. 6. Develops and monitors goals and objectives for managerial and professional staff in compliance with University strategies. 7. Directs a staff of exempt and non-exempt employees. 8. May perform other duties as assigned. Required Education and Experience Bachelor’s Degree in related field and seven years of experience or an equivalent combination of education and related experience.
