About this Position:
The USEUCOM Operations Directorate (ECJ3) has a new requirement for the expert operation and maintenance of existing USEUCOM Command and Control (C2) Satellite Communications (SATCOM) systems in the USEUCOM Area of Responsibility (AOR), primarily RF using radios and SATCOM infrastructure to pass data to various Programs of Record.
The Tactical Receive Segment (TRS) is the primary software component that decodes the data from encrypted Over-the-air data paths. It supports both Global Command and Control Systems - Joint (GCCS-J) and PDS-M, which ultimately provides EUCOM users with an Ultra High Frequency (UHF) source of critical Integrated Broadcast Service (IBS) and Common Interactive Broadcast (CIB) data in support of the Common Operational Picture (COP) and theater-level situational awareness.
Candidate shall be responsible for implementing technical support in current and future SATCOM and High Frequency (HF) operations, configuration control, and test and engineering (T&E). ELITE shall participate in high level working groups, panels, and forums to discuss sound plans, procedures, and policies for assigned satellite support to EUCOM and supported COCOMs. ELITE shall coordinate directly with senior level (O-6, General Officer, and SES level) officials and Action Officers (AOs) to ensure user requirements are being met in a timely and precise manner. Technical support will be provided in the areas of SATCOM and HF architecture, communication terminals, baseband equipment, software applications, their development, acquisition, and fielding. ELITE shall manage multiple projects and or assisting multiple Project Leads simultaneously.
The Candidate shall be responsible for EUCOM SATCOM missions as assigned by the Commander, EUCOM and other various entities. The Candidate shall perform duties that include but are not limited to the following:
- Directs resolution of operational and programmatic issues with Regional and Functional Combatant Commanders, Services, Agencies, International Partners, terminal and control Program Managers from all Services, and other SATCOM System Experts (SSEs).
- Engineers an integrated SATCOM and HF management infrastructure.
- Analyzes and processes Satellite access requests (SAR) and Gateway access requests (GAR) using Joint Integrated SATCOM TOOL (JIST).
- Executes Global Broadcast Service (GBS) Theater Information Manager (TIM) functions for command; processing and establishing GBS product deliveries for users throughout the AOR. Reviewing information exchange requirements and configuring / scheduling communications broadcast content. Products includes open-source media feeds, high resolution imagery, and Full Motion Video in support of multiple operations.
- Develops accurate deliverables based on applicable policies, directives, and procedures in support of theater SATCOM and HF communications.
- Implements technical, management, and engineering staff support to the theater components and other organizations as necessary.
- Performs AO level work such as document review and writing white papers.
- Applies institutional knowledge acquired through years of direct military support, to interface, troubleshoot, and operate the following types of equipment:
- WGS/MUOS/UFO SATCOM Networks
- High Frequency equipment
- Radio & Antenna Fault Isolation
- HF Antenna Consultation
- Communications in Contested Environments
- Expedient Antenna Construction
- RF Network & Frequency Planning
- Antenna Siting & Co-site Interference Mitigation
- Expertise with HF Theater Planning
- Understanding of SATCOM Planning support for a CCMD/Component CMD.
You Bring These Qualifications:
- Top Secret Clearance with the ability to acquire TS/SCI
- Provide technical support and asset management of all tactical and commercial satellite communications equipment supporting the EUCOM Operations Division.
- Serve as the Operations Division focal point for technical, non-technical, and administrative issues related to SATCOM.
- Operate and maintain infrastructure supporting USEUCOM ECJ3 C2 SATCOM systems including antenna(s), amplifier(s), radio(s), and cryptographic devices
- Maintain security of KEYMAT and load appropriate segments as required to ensure availability of USEUCOM ECJ3 C2 SATCOM systems
- Install and upgrade infrastructure supporting USEUCOM ECJ3 C2 SATCOM systems.
- Maintains connections to internal and external consumers of USEUCOM ECJ3 C2 SATCOM systems.
- Apply, maintain, and troubleshoot data filters at the direction of ECJ3 data consumers.
- Coordinate with remote support to resolve external outages and service degradation.
- Coordinate with customers for planned outages and service degradations.
- Advise Government and ELITE C2 systems engineers on capability gaps and implementation strategies.
- Assist Government and ELITE C2 systems engineers in analyzing customer C2 SATCOM capability requirements to identify absent or underperforming services.
- Establish, validate, periodically review, and train team members in operations, maintenance, and restoration procedures for C2 SATCOM Systems.
- Provide expert support to EUCOM staff when coordinating C2 SATCOM systems and services with CJCS, POR representatives, DISA, other EUCOM Staff, and other organizations as required.
- Perform preventive and corrective maintenance as required.
- The ability to travel to remote locations supports equipment installed throughout the EUCOM AOR.
- Knowledge of tactical and commercial satellite communications equipment.
- Knowledge of operations and maintenance infrastructure supporting USEUCOM ECJ3 C2 SATCOM systems, including antenna(s), amplifier(s), radio(s), cryptographic devices, and associated cables and interconnects.
- Knowledge of Information Technology standards and practices.
The Qualifications Would be Nice to Have:
- Minimum of two (2) years of experience supporting installations, repair, troubleshooting, or maintenance of satellite communications electronic systems or equipment.
- Knowledge to maintain security of KEYMAT and load appropriate segments as required to ensure availability of USEUCOM ECJ3 C2 SATCOM systems.
- Experience and skill in operating and maintaining the Tactical Receive Segment (TRS).
- Experience and skill in operating and maintaining the various radios.
- Experience with Red Hat Linux 8+
- Experience with OpenShift Container Platform.
- Experience with Global Command and Control Systems

The proposed salary range for this position is:
$75,200 - 158,100 USD
