Job Description

The PMO Direct Labor Sourcing leader:

  • Is the sourcing commercial leader and contractual responsible for sourcing and subcontracting Manpower, IT services, Consulting services, Legal services, Contract Management services, Preservation contracts, Punch list contracts, Towers preassembly contracts, Quality services

  • Leads commercial strategy for direct labor sourcing via suppliers’ selection and follow-up, frame agreements, leads direct labor sourcing requests to support ITO (Inquiry to Tender) and Sales team.

  • Does research on potential suppliers, selects suppliers based on the organization and/or project requirements and initiates the necessary assessment of new suppliers.

  • Is the sourcing leader for the implementation of technical requirements, role definitions, training, etc. for Offshore wind direct labor sourcing. To achieve it, he/she must involve engineering, installation, quality and EHS disciplines.

  • Issues RFQ, defines PO strategies for projects, performs total cost analysis, prepares basis for decision during the project’s execution phase.

  • Monitors the progress of frame agreements and POs (if necessary) throughout their execution. Makes continues evaluation of suppliers during their performance and reports Quality and EHS records to PMO disciplines.

  • Conducts claim negotiations with the assistance of contract manager if necessary: prepares claims, decides on timing, negotiates claims (settles differences of opinion with suppliers), reports progress.

  • If needed, recruits PMO direct labor sourcing team members. Coaches, mentors, follows up their performance, their training needs and progress.

  • Promotes, supports, and coordinates improvement actions for PMO Direct Labor sourcing, Project Management Office, and GE Offshore Wind business.

  • Additional tasks & responsibilities are also defined in the Business process maps and related instructions

Educational Requirements

Mandatory:

  • Commercial or economical education.
  • Education in purchasing, supply chain management and indirect sourcing.
  • Negotiation skills (experience, training)
  • Knowledge of contract (terms and conditions).
  • Indirect sourcing
  • Basic financial understanding: hedging, net present value, financial report.

Language skills:

  • English (written and spoken)

Optional:

  • Oracle ERP environment
  • Offshore or Onshore Wind market
