ACCIONA is hiring a Special Inspector of Soil and Concrete for an infrastructure project in Pampanga. The role is responsible for ensuring that all earthworks, concrete works, and pavement construction activities comply with project specifications, contract documents, approved plans, and client standards.

The position ensures compliance with project specifications, ASTM/ACI standards, and client standard construction requirements through field inspections, material testing, documentation, and coordination with project management and government representatives.

Job Description

Key Responsibilities:

Soil Inspection Duties

  • Inspect site preparation, excavation, grading, and backfilling operations.
  • Verify subgrade and subbase preparation for aircraft apron pavement construction.
  • Observe, document, and perform soil compaction activities using approved testing procedures, including:
    • Field density tests
    • Moisture content tests
    • Proof rolling inspections
    • Soil stabilization activities
  • Ensure imported fill materials meet project specifications and approved laboratory results.
  • Monitor compliance with compaction requirements and airfield pavement standards.
  • Coordinate with geotechnical engineers on unsuitable soils or failed test results.
  • Prepare daily inspection reports and non-conformance reports (NCRs) as required.

Concrete Inspection Duties

  • Inspect concrete batching, delivery, placement, finishing, and curing operations.
  • Verify concrete mix design approval prior to placement.
  • Perform or witness quality control testing, including:
    • Slump tests
    • Air content tests
    • Concrete temperature checks
    • Compression test cylinder preparation
  • Inspect reinforcement installation, dowels, joints, and embedded items prior to pouring.
  • Monitor pavement thickness, alignment, surface tolerances, and finishing quality.
  • Ensure joint sealants and concrete materials comply with project specifications for airfield pavements.
  • Verify curing methods and protection of freshly placed concrete.
  • Inspect repair works for cracks, honeycombing, and defective concrete areas.

Documentation and Reporting

  • Maintain accurate field inspection records and testing logs.
  • Prepare daily reports with photographs and inspection findings.
  • Coordinate with Quality Control Manager, Project Engineers, US Government representatives, and Corps of Engineers/NAVFAC inspectors.
  • Submit test reports and inspection documentation on schedule.
  • Monitor compliance with project specifications, ASTM standards, ACI standards, and US military construction requirements.

Required Skills and Competencies

  • Minimum of 5 years of relevant experience in heavy civil, airfield, or military construction projects.
  • Relevant certifications such as ACI Concrete Field Testing Technician, ICC Special Inspector, and Licensed Engineer.
  • Strong knowledge of ASTM testing standards, ACI codes, airfield pavement construction, and soil mechanics and compaction testing.
  • Proficient in reading and interpreting engineering drawings, specifications, and testing procedures.
  • Excellent documentation, reporting, and communication skills.
