Start your future with a new mission, Northrop Grumman Mission Systems. Northrop Grumman Mission Systems, located in Baltimore, MD has an immediate need for a Manager Systems Engineering 3/Research Fleet Manager of Maritime Operations.

This organization provides maritime test capabilities for the development, assessment and demonstration of NGC products  and systems.

In this role, the manager will be responsible for all fleet operations for the Northrop Grumman research vessels.  Responsible for schedules, maintenance, safety, legal, maritime insurance, and personnel.  Conduct development test activities aboard ship in the Chesapeake Bay, Delaware Bay, and North Atlantic.  Responsible for all activities leading up mission events:  Pre-test planning, safety operations assessments, cost and logistics.  Responsible for all engineering activities for vessel modifications, installations of units under test on ships and boats, including mechanical, electrical and cooling requirements.  Experience with data recording and telemetry, systems instrumentation.  Must be able to work in open water test environment and experience working with test participants including on-shore test sites, other ships, real time operations with our test aircraft, and littoral targets.  Candidate must have a solid background with commercial navigation testing and DOD surface ship and aircraft test environment.  Must be able to work within Northrop Grumman, USCG and DOD requirements.

In this role the manager will be also responsible for developing fleet policies for accepted process, Maritime/Admiralty Law, US Coast Guard regulations and fleet safety of assets and personnel.   

Must be familiar with piloting small craft and ships up to 100 ton. Includes management for licensed captains and ships engineers. Financial budget planning and cost control, Capital planning and purchases, assets planning and acquisition, sub-contract management. Other duties as assigned. 

Basic Qualifications:

  • BS in Engineering with 9 years of related experience; OR a Master's degree with 7 years of related experience; OR 13 years of related experience will be considered in lieu of a degree

  • US Coast Guard / Homeland Security Masters License 100 Ton

  • 15 years experience in Commercial/DOD Maritime and aircraft test operations and evaluation

  • Solid background in Sonar, Radar and Navigation System Test and Evaluation

  • Ability to obtain and maintain a Department of Defense (DoD) Secret clearance (U.S. Citizenship required).

Preferred Qualifications:

  • Knowledge of Research Vessel design and acquisition process

  • Knowledge of ROV/ UUV operation and implementation

  • Experience with Commercial or Military Diving operation and theory

  • Detailed experience with “at sea” critical lifting parameters

  • Detailed knowledge with test evolution planning and execution

  • Working knowledge of maritime security and disaster planning

  • Current experience with Northrop Grumman management procedures and policies

  • Experience with corporate level procedure and policy development and implementation.

Salary Range: $172,500.00 - $258,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
