SCOPE OF WORK:

The consultant will provide high-level technical coordination, strategic guidance, and stakeholder engagement to ensure continuity of key Early Childhood Development (ECD) and Social and Emotional Learning (SEL) system-strengthening activities throughout the consultancy period. The consultancy will support the Ministry of Education in advancing national ECD and SEL priorities, including coordination of sector stakeholders, development and implementation of national capacity-building initiatives, revision of digital learning content and training materials, support for the accreditation and launch of the Jordan National SEL Framework, and facilitation of effective donor and partner engagement. The consultant will work closely with the Ministry of Education, IRC’s SEL consultant, IRC technical staff, and key partners to ensure timely delivery of agreed outputs and successful implementation of priority activities.

Key Responsibilities

1. Ministry of Education Coordination

  • Serve as the primary focal point for coordination with the Ministry of Education (MoE) on ongoing ECD and SEL initiatives.
  • Maintain regular communication with MoE counterparts and follow up on agreed action points.
  • Coordinate meetings, workshops, and technical discussions with the Ministry and relevant stakeholders.
  • Support implementation of agreed workplans and ensure timely follow-up of deliverables.
  • Coordinate with the Ministry of Education to review and revise the ECD digital application content, ensuring technical alignment with Ministry standards and readiness for integration into the Ministry's digital platforms.
  • Facilitate technical consultations with MoE teams and relevant consultants to incorporate feedback and finalize digital learning content.
  • Coordinate with the Ministry of Education to support the final accreditation process and official launch of the Jordan National Social and Emotional Learning (SEL) Framework, including preparation of technical materials, presentations, and coordination meetings required for the national launch.

2. Parent Participation Manual Capacity Building

  • Coordinate with the Ministry of Education to support the finalization of the Parent Participation Manual following completion of the technical revision process.
  • Coordinate with the Ministry of Education to finalize the national capacity-building implementation plan for the Parent Participation Manual.
  • Coordinate the organization, logistics, scheduling, and overall implementation of the Core Team training for approximately 65-75 Ministry of Education supervisors, which will be facilitated by the Ministry of Education.
  • Coordinate the planning and implementation of cascade trainings for approximately 250 teachers (KG2 to Grade 3) during September-November 2026, with approximately 40% KG2 teachers and 60% Grade 1-3 teachers, as identified by the Ministry of Education.
  • Monitor implementation progress, document lessons learned and ensure timely follow-up with the Ministry of Education throughout the implementation process.

3. Social and Emotional Learning (SEL) Technical Support

  • Coordinate the technical review and finalization of the KG2 SEL training package in collaboration with the SEL consultant and Ministry of Education technical teams.
  • Consolidate technical feedback from stakeholders and ensure revisions are incorporated into the final training package.
  • Work closely with the Ministry of Education and the SEL consultant to finalize the revision of the KG2 SEL training manual, facilitator guides, presentations, training materials, and implementation tools.
  • Coordinate the preparation and delivery of the Training of Trainers (ToT) for approximately 40 KG2 and Counseling Supervisors, facilitated by the IRC-hired SEL Consultant during August and September 2026.
  • Coordinate the pilot implementation of the revised KG2 SEL training package through training approximately 60 KG2 teachers during October 2026 to collect technical and implementation feedback.
  • Consolidate lessons learned and recommendations from the pilot implementation and coordinate final revisions to the SEL training package to support national rollout for approximately 300 KG2 teachers in 2027.
  • Ensure all SEL materials remain technically aligned with the Jordan National SEL Framework and Ministry priorities.

4. Donor and Partner Coordination

  • Represent IRC in donor meetings and coordination meetings related to the assigned ECD portfolio, as delegated.
  • Prepare meeting agendas, presentations, minutes, and follow-up actions.
  • Maintain effective communication with key partners and stakeholders to ensure smooth implementation.

5. Coordination and Reporting

  • Provide regular progress updates to the Senior Program Coordinator and relevant regional colleagues, including the Project Lead, Ahlan Simsim team, Policy and Advocacy team, Digital and Content team, and the Technical Advisor.
  • Document key decisions, risks, action points, and implementation progress.
  • Prepare handover notes and recommendations to facilitate continuity upon completion of the consultancy.

Deliverable & Timeline:

  • Coordination with the Ministry of Education maintained throughout the consultancy period, including regular meetings, follow-up documentation, and coordination of ECD and SEL initiatives.
  • ECD digital application content reviewed, revised, and finalized with the Ministry of Education for integration into the Ministry's digital platforms. Aug.-Oct. 2026
  • Parent Participation Manual implementation plan finalized with the Ministry of Education. Aug.-Sept. 2026
  • Coordination of the Core Team training for approximately 65-75 Ministry of Education supervisors for the Parent Participation Manual. Sept. 2026

  • Monthly progress reports summarizing activities, achievements, challenges, and next steps.
  • Final consultancy report including completed deliverables, recommendations, and handover notes. December 2026

Requirements:

  • Bachelor’s degree in education, Early Childhood Development, Social Sciences, Psychology, or a related field, or equivalent relevant professional experience.
  • Minimum 10 years of professional experience in Early Childhood Development, education, or system strengthening.
  • Demonstrated experience working with the Ministry of Education and government stakeholders in Jordan.
  • Strong knowledge of Early Childhood Development and Social and Emotional Learning.
  • Experience coordinating donor-funded projects and multi-stakeholder initiatives.
  • Excellent facilitation, coordination, and communication skills.
  • Strong report writing skills in English.
  • Fluency in both Arabic and English (spoken and written).
  • Ability to work independently and manage multiple stakeholders.

Level of Effort:
Approximately 3 working days per week throughout the consultancy period (from 2 August to 17 December 2026), with an estimated level of effort of approximately 61 working days, subject to programmatic needs and approval.

Working Environment: This position is based in Amman. The security situation in the IRC intervention areas is calm and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.
