What You Will Do:

  • Guidehouse is engaged with federal agencies to manage funding programs that require applicants to develop and implement community benefits plans. Guidehouse also works with commercial clients who are applying to federal funding programs, and who need to comply with community benefits requirements. Community benefits requirements may include complying with requirements around Investing in America’s Workforce; Engaging Communities and Labor; Advancing Diversity; Equity, Inclusion, and Accessibility; and Justice40.
  • Work may include providing technical assistance to applicants to help them understand the requirements, and to help them develop and implement an effective approach to serving Disadvantaged Communities (DAC) and/or Low-Income Disadvantaged Communities (LIDAC). Guidehouse helps applicants develop complete strategies that are aligned to SMART Goals. Work may include providing technical assistance, helping applicants develop strategies, helping applicants write applications, helping applicants deploy and implement community benefits strategies, helping applicants negotiate community benefits plans (CBPs) and other types of related plans, helping applicants engage stakeholders, and helping applicants track data and evaluate plan outcomes.
  • Effectively implementing these components of community benefits strategy may include approaches to engaging diverse stakeholders, engaging labor and workforce, defining key performance indicators (KPI) and developing methodologies for quantifying outcomes, developing tools for monitoring and tracking outcomes. Guidehouse does not look at community benefits as an area where agencies and applicants are just checking a box; rather when done right, community benefits plans can increase trust in relationships with local stakeholders, set expectations around access to jobs and economic opportunity, address needs in affected communities, develop innovative programs, and build long-term relationships that can help ease the path for future infrastructure investments. 

What You Will Need:

  • Minimum Years of Experience: 5 (five) years of experience in a related field, such as community benefits planning, community affairs, community planning, workforce and labor training and placement, diversity/equity/inclusion, benefits or workforce policy and programs.
  • Minimum Degree Required: Bachelor's degree.
  • Experience working with diverse stakeholders.
  • Experience and proficiency with technical writing.
  • Experience with approaches to data collection and analysis.
  • Excellent verbal and written communication skills.
  • Ability to manage and prioritize multiple tasks and communicate regularly with project leadership and client points of contact.
  • Ability to work independently as required, with a strong commitment to team environment.
  • Ability to meet project milestones and delivery schedules
  • Proficient in the use of Microsoft Office products (Word, Excel, and PowerPoint).


What Would Be Nice To Have:

  • Experience writing and/or implementing community benefits plans and/or project labor agreements.
  • Experience working with companies in the energy industry.
