Northrop Grumman is seeking a Senior Principal Supply Chain Subcontract Specialist to join its team of qualified, diverse professionals engaged in supporting large, complex, and challenging national defense programs that secure our nation and its allies.
The successful applicant will become a part of Northrop Grumman’s Global Sustainment & Modernization Division. We are seeking a highly motivated individual to act as trusted advisor and subject matter expert for subcontracting actions on a wide range of contractual issues. The selected candidate will demonstrate the skill and ability to analyze and develop innovative solutions to complex problems and be able to communicate effectively at the highest levels. The candidate must possess in-depth knowledge and understanding of Federal Government contracting regulations and best practices and be prepared to perform with limited supervision.
Responsibilities will encompass the full range of the subcontract acquisition process including participation in strategic sourcing decisions, capture and proposal activities, teaming agreement generation and execution, with a high focus and priority on preparing requests for proposals consistent with customer solicitations, federal statutes and regulations, US laws and enterprise policies and procedures, evaluating proposal submissions, ensuring that risk and mitigation strategies are identified and developed, developing negotiation plans and leading negotiation teams, preparing post negotiation documentation and preparing subcontract files in compliance with Northrop Grumman policies and procedures. The ability to collaborate with executive program management and other multi-functional teams is required. The selected candidate must be able to make sound decisions in a timely manner, display strong interpersonal skills, and have a thorough knowledge of the FAR and DFARs in a Government Contracting environment.
The selected candidate will understand subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. The candidate will be prepared to provide all Global Supply Chain documentation for complaint proposal submissions, including detailed Bills of Material (BOM); conduct bidder’s conferences, analyze, and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write subcontract awards, and administer resulting subcontracts. The candidate will also negotiate and coordinate additions, deletions, or modifications to subcontracts and participate with contracts administration and purchasing to develop subcontract policies and procedures.
This position will be expected to work from the Warner Robins, Ga location.
Basic Qualifications:
Must have High School diploma/GED and 14+ years related subcontract or supply chain administration experience; will also accept AS degree with 12+ years of related experience or BS/BA degree with 10+ years of subcontract and/or supply chain administration and supplier management experience or 8+ years with a Master’s degree of related experience.
In-depth understanding of procurement policies, procedures, and regulations are essential
Previous experience with FAR, DFARS, and other U.S. Federal Government contracting regulations
The ability to work well in team environments and lead negotiations with major subcontractors is required
Strong organizational, written, and oral communication skills
Experience in capture and proposal activities in a government acquisition environment
Proficiency with Microsoft Office Suite
Ability to work with minimal supervision and apply sound judgment to problem solving
Ability to obtain and maintain DoD Secret Security Clearance
Preferred Qualifications:
Working knowledge of SAP
Active DoD Secret Security Clearance
Experience with and/or a basic working knowledge of the following is a plus: Prime flow down analysis to include classified requirements Statement of work (SOW)
Experience in negations at TINA/CCPD threshold

Salary Range: $95,000.00 - $142,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
