The Leidos Team is seeking a skilled Associate Project Manager to assist support an extensive digital modernization effort on the DES (Defense Enclave Services) program critical to DISA and Fourth Estate Agencies at Ft. Meade, MD. Link to learn more about DES: www.leidos.com/des.
POSITION SUMMARY:
The Associate Project Manager will play a critical role in supporting Senior Project Managers by leading a team of engineers and administrators specializing in networks, cybersecurity, servers, storage, data center facilities, and audio/video technology as part of our Defense Enclave Services (DES) team. Key responsibilities include managing customer relationships, conducting interviews to better understand customer preferences and pain points, coordinating with project stakeholders, and guiding the technical team toward continuous improvement in service delivery. Ensuring high-quality, timely delivery of solutions is a primary priority. This role is essential in managing complex projects, improving processes, and enhancing operational efficiency, all of which directly impact the organization's bottom line. The position demands a broad skill set, including project management, risk management, stakeholder communication, technical expertise, and leadership. The multi-dimensional nature of these responsibilities is crucial for maintaining client relationships, fulfilling contractual obligations, and achieving strategic objectives, highlighting the role's significance to the organization.

PRIMARY RESPONSIBILITIES:
Project Management: Candidate will be tasked with developing resource-loaded project schedules, managing tasks, dependencies, and risks to deliver migration projects on time and within budget, requires a deep understanding of both technical and business aspects, along with the ability to oversee complex, multi-faceted projects.
Risk Management: Overseeing and coordinating migration planning activities while monitoring and managing risks is crucial for the successful delivery of projects, directly impacting the project's success and the organization’s overall performance.
Stakeholder Coordination: Use strong communication and negotiation skills to work with program and government stakeholders to improve project management processes and procedures. Adding significant value to the organization by ensuring that projects align with strategic goals and meet governing requirements.
Team Coordination and Resource Management: Collaborate with functional support teams ( operations team subject matter experts, project controls, contracts, subcontracts, and security) and manage delivery team resources across multiple departments. Ensuring that projects are executed efficiently and meet cost, performance, and schedule objectives, contributing to organizational success.
Continuous Improvement: Documenting migration lessons learned for continual improvement of future migration activities demonstrates a commitment to enhancing the organization’s processes. This strategic foresight and focus on continuous improvement add long-term value to the organization.
Leadership in Technical Areas: Assisting with the maintenance of the program’s Integrated Data Environment (SharePoint) and developing content for program reviews and contract milestones reflect your technical leadership and ability to support critical infrastructure within the organization.
Automation and Efficiency: Identify automation opportunities to drive improved service delivery is a forward-thinking responsibility that can significantly enhance operational efficiency, reduce costs, and improve service quality.
Leadership / Mentorship: Lead and mentor a diverse team of engineers and administrators, fostering a collaborative environment that drives high performance across all technical domains. You will provide regular, constructive feedback on team members' performance, helping them grow professionally by identifying strengths and areas for development. Setting clear expectations and goals, you will ensure alignment with project objectives and organizational standards, while also encouraging open communication and continuous learning to enhance the team's overall effectiveness.
Effective Communication: Engage key stakeholders and customers to quickly address conflicts and issues promptly and effectively. Use clear communication to identify root cause of problems discussing potential solutions, and negotiating resolutions that are acceptable to all parties involved.
Work with technical teams to report project status and assist with other support tasks, as required.
Set project goals, come up with plans to meet those goals and report status throughout the project lifecycle.
Brief and present project plans to key stakeholders.
Organize meetings to discuss project goals and progress.
Coordinate project tasks with team members, manage delivery team resources when developing schedules
Use project management tools to track project performance and schedule adherence.
Conduct risk assessments for projects.
Deliver documentation on-time and in accordance with the DES Operations Team Acceptable Quality Level (AQL) process.
Assist with the development of content for program reviews and contract milestones.
Attend technical meetings, change request and ASI scheduling meetings, and prepare formal written minutes (as required) for delivery to the government.
Communicate orally, and in writing, detailed technical information.
This hybrid role combines project management expertise with technical skills, which will increase project efficiency by reducing dependency on external technical resources.
By handling both management and technical aspects, this position aims to streamline processes, manage resources effectively, and facilitate better communication between project and technical teams.
BASIC QUALIFICATIONS:
Bachelor’s degree and 5+ years of relevant experience; additional years of experience may be substituted in lieu of a degree.
Active DoD Secret clearance
Demonstrated success project management approaches.
Demonstrated success in planning and executing IT migrations and consolidations.
Experience with discovery, event management and ITSM tools.
Demonstrated success in working with leadership to understand and define resource needs of your project.
Experience in performing project audits; monitor/tracking of corrective actions; managing process improvement; performing process checks on internal procedures; and reviewing contract deliverables.
Demonstrated success in multi-tasking, self-assigning work, and functioning in a dynamic, fast-paced environment.
Proficiency with MS Office Products (Outlook, Word, Excel, Project, SharePoint, and PowerPoint).
Demonstrated success working with technical leads and subject matter experts to understand and define resource requirement to order to develop schedules that ensure operational projects are completed on time within budget readiness.
Demonstrated success in managing project team activities and technical resources, and providing periodic project status to stakeholders.
PREFERRED QUALIFICATIONS:
Familiarization of DISA, DOD regulations, and directives.
Project Integration and Services experience.
Define project scope, goals and the outcomes that will support the achievement of business goals.
Experience supporting multiple senior level managers and Program Management Office leaders for very large DoD contracts.
PMP Certification.
Strong foundation in networking principles and protocols to liaise with technical teams
Proficiency in Bash and Python for automation tasks and data analysis.
Advanced Power BI skills for dashboard creation, data visualization, and analysis.
Knowledgeable in SharePoint administration for document control, team collaboration, and workflow automation.
