Summary of Responsibilities

The Senior HR Advisor provides strategic advice, technical assistance for complex issues, high level oversight, and professional mentoring to country teams as noted below.  

Provides expert HR guidance and strategic level advice to country leaders and HR staff (HR Advisor or HR Focal Person), particularly for complex HR functions including:

  • Staff growth and planning, and staff restructuring decisions
  • Updates or changes to the HR Employee Manual or HR policies and procedures
  • Compensation and salary equity reviews; changes to salary and benefits packages or employment contracts; other significant HR updates and changes
  • Guides and supports job evaluation and grading
  • Recruitment for senior, regional, or shared positions, and recruitment using outside recruitment firms
  • Staff terminations
  • Labor disputes or court cases
  • Other complex HR issues such as staff performance concerns, work related injuries and accidents, and workplace culture or DEI issues.

Lead the implementation and monitoring of all Ipas personnel and HR regulations (national and international) to ensure country office compliance and regularly monitor national employment law, suggesting modifications to internal rules to the Country Director: Lead and coordinate national employee on-boarding and coordinate with different departments on employee onboarding, providing in-country employee induction and orientation programs (national and international) Coordinate and monitor national employee performance monitoring, grievance management and discipline, escalating issues and identifying appropriate solutions and action plans where appropriate to the Country Director and Ipas ethics commission. Prepare the monthly payroll and associated entitlements such as overtime for the Country Director’s approval and for the Finance to process. Oversee the production of the national staff monthly payroll and control timesheets and any tax payments/deductions and maintain national staff insurance enrolments/medical payments for country office staff as required under HR policy in coordination with the Finance team. Provide support to internal and external audit requests in HR, coordinating with HQ HR as appropriate. Act as the in-country project management focal point for all HR projects and be the focal point for all HR queries from staff or management.  Ensure that all HR personnel files are maintained (staff and consultant) and uploaded on the Workday. Support Ipas in gathering and monitoring of relevant KPIs and other HR management and performance related data. Coordinate staff welfare initiatives. Provides leadership in important Ipas priorities areas including cultivating a positive workplace culture, preventing workplace harassment or abuse, and promoting diversity, equity and inclusion (DEI) and shared leadership. Promotes cross team sharing and learning in the HR area and provides leadership for the Ipas HR Community of Practice. Provides coaching, mentoring, and professional growth opportunities to the country/regional team’s HR Advisor or HR Focal Person, with a focus on Ipas priority areas such as DEI, shared leadership, and advancing the Road Map vision. 

Legal and Compliance

  • Create and maintain a tracker for renewal of all staff contracts and work permits.
  • Develop and oversee control systems to prevent or deal with violations of legal guidelines and internal policies, evaluating the efficiency of controls and improving them continuously, suggesting revisions to procedures, reports etc. periodically to identify hidden risks or non-conformity issues
  • Coordinate with CD on all deployment/visits of international staff (flights, visa, accommodation).
  • Monitor compliance with national tax codes and ensure timely compliance with local statutory reporting requirements.
  • Maintain a register of in-country professional advisors eg lawyers, labors and social security services.
  • Lead audits follow up and implement recommendations in HR area.

Capacity building & Reporting

  • Coach and conduct training for new HR hires.
  • Lead implementation of new HR policies and procedures as released by Ipas networks and donors' agreements.
  • Manage and update the HR section of the country SharePoint page.
  • Produce quality HR related reports and ensure deadlines are met for both donors and HQ.

Minimum requirement

Education

  • Bachelor's degree in human resource management, Social Sciences, or related field

Experience

  • 8 years’ experience in human resources, especially in an INGO/NGO-country context
  • Experience in security and personal safety management
  • Experience with coaching and mentoring staff and performance management related to human resource processes.
  • Working knowledge of an array of country labor laws and recruitment strategies in the assigned sub region
  • Experience working in a global matrix organization.

Preferred Qualifications

  • Professional qualification in Human Resource Management
  • Certifications related to International Human Resource
  • Previous management experience

Working environment:

  • Ability to travel up to 30% domestically (with occasional regional or global trips if applicable)
