About the Position

Dexis is seeking an experienced Admin and HR Manager to support USAID’s Northern Economic Livelihoods for Youth, Women and Vulnerable Populations (NELY) Activity based in Benin. This is a five-year project aimed at improving purchasing powers, developing self-sufficiency, and improving inclusion in the modern economic marketplace for men and women vulnerable to recruitment by violent extremist groups.    

The Admin and HR Manager will be accountable for performing and managing a wide range of HR and procurement related duties including, but not limited to, tasks in the following functional areas: recruitment, compliance, record keeping, compensation, benefits, payroll and administration, procurement of goods and services through wide range of locally issued subcontracts(BPAs, Fixed priced subcontracts, Times and materials subcontracts, Purchase orders, leases and others) and inventory management. 

The estimated start date of the position is September 1, 2024. This is full-time position to be based in Parakou, Benin. 

 

Responsibilities

  • Provide guidance, monitoring and support to Finance and Operations Director, including procurement of goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory.
  • Provide support in identifying office space, setting up financial and operational systems, and recruiting staff. 
  • Coordinate with lawyers, as required, the Dexis and project’s registration in Benin.
  • Maintain appropriate documentation for all subcontracts, vendor agreements and any other local purchases.
  • In coordination with other team members, draft job descriptions and coordinate job ads postings in local newspapers and on online job boards.
  • In consultation with project leadership and PMU, draft and execute Long Term Local and Short-Term Local Employment Agreements and Consultant Agreements, including review and payment of staff salaries and benefits and consultant invoices.   
  • Ensure all staff benefits are properly tracked and issued in accordance with the program’s policies.  
  • Prepare the monthly Payroll for PMU’s review.
  • Ensure that Dexis’ human resources and administrative procedures are in place for the project and staff are in compliance. These include time keeping, tracking of leave, sick days, absence, personnel employment records, and other human resources actions.
  • Maintain country specific Employee Handbook including tracking amendments. 
  • Coordinate with Finance and Ops Director in developing new hire orientation and onboarding. 
  • Maintain accurate and complete personnel files, updating checklist and HR data as necessary. 
  • Work closely with project leadership to coordinate the Performance Management Process in line with Dexis policy. 
  • Conduct all HR functions in accordance with Dexis and USAID policies and regulations and Beninese legislation.  
  • Other duties as assigned. 

Qualifications 

  • Bachelor’s degree or university degree in Business Administration or a related field; Master’s degree preferred.
  • At least seven (7) years of relevant HR and Operations related experience, preferably while working for USAID or other international donor-funded programs. 
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment.  
  • Demonstrated leadership, versatility, and integrity.  
  • Displays creative problem solving in addressing and resolving emerging project needs.  
  • Strong written and oral communication skills. 
  • Understanding of confidentiality as it relates to HR activities.
  • Proficiency in MS Word, Excel, and other basic computer applications. 
  • Knowledge and experience in the enforcement of Beninese labor laws.
  • Experience in startup and closing of local offices.
  • Fluency in French required. Fluency in English will be considered as an asset.
