The Cardinal Health Global Trade Compliance team (“GTC”) is responsible for the development and implementation of an effective compliance program through identification and interpretation of laws and regulations, provision of regulatory guidance, training and development, audit and assessment, data management, process design and continuous improvement, automated tool development and M&A due diligence. 

The Global Trade Compliance Manager, Mexico will lead and execute strategies across Cardinal Health’s maquiladora sites and commercial operations in Mexico. This role is critical in ensuring compliance with Mexican and international trade regulations while proactively managing tariff strategies to mitigate risks associated with geopolitical changes. The ideal candidate will have deep expertise in maquiladora operations, including IMMEX, Rule 8, PROSEC, health permits, the interplay with value-add tax rules, and other relevant programs. This role will serve as a key advisor on global trade strategy for the region and is responsible for proactively communicating changes in regulations, new requirements, or other risks to leadership. 

In general, the Manager, Global Trade Compliance, Mexico requires the background, experience and leadership skills necessary to foster a culture of compliance, manage timelines, standardize processes and procedures, lead process improvements, risk assessment and mitigation.   This role and direct reports intercede directly with various Cardinal Health businesses and functions as well as other business partners to ensure that day-to-day activities and operations comply with applicable import laws and regulations.  The Manager, Global Trade Compliance, Mexico reports directly into the Senior Director, Global Trade Compliance. 

Responsibilities 

Compliance Leadership: 

  • Ensure full compliance with Mexican customs regulations, IMMEX program requirements, global trade laws and related tax implications. 
  • Develop, implement, and maintain robust trade compliance policies and procedures for maquiladora operations and commercial activities. 
  • Provide support and coverage for overall Global Trade Compliance and Global Trade Operations import and export team members 
  • Strategic Risk Management: 
  • Monitor and assess geopolitical developments and tariff changes impacting Mexico trade flows
  • Design and execute tariff mitigation strategies, including leveraging trade programs such as Rule 8 and PROSEC. 
  • Operational Oversight: 
  • Partner with site leadership to ensure maquiladora operations adhere to compliance standards
  • Oversee import/export processes, classification, valuation, and documentation accuracy. 
  • Cross-Functional Collaboration: 
  • Work closely with global trade teams, supply chain, legal, and finance to align compliance initiatives with business objectives. 
  • Serve as the primary liaison with Mexican customs authorities and external trade partners. 
  • Other risk management, mitigation and/or trade compliance projects, as assigned 

Training & Development: 

  • Provide training and guidance to internal teams on trade compliance requirements and best practices. 
  • Direct alignment with business segment: 
  • Foster collaboration and achieve deep knowledge of products 
  • Provide sourcing intelligence – country, supplier and product level 
  • Strengthen new product review process – advance GTC review 
  • Support streamlined non-standard shipment processing 

Qualifications 

  • Bachelor's degree in related field, or equivalent work experience preferred 
  • 10+ years experience in global trade compliance, with significant experience in maquiladora operations 
  • Deep knowledge of IMMEX, Rule 8, PROSEC, and other Mexican trade programs 
  • Advance proficiency in English and Spanish (written and spoken)
  • Strong international business experience working for large multinational companies 
  • Proven track record in developing and implementing tariff strategies and compliance frameworks 
  • Proven ability to develop and maintain productive, trusting and respectful cross-functional business relationships, while driving continuous improvement initiatives that increase compliance with global trade regulations 
  • Experience managing multiple priorities and escalations with tight timelines in a fast-paced, changing environment 
  • Superior listening, problem-solving, verbal and written communication skills 
  • Flexible and adaptable, ability to manage ambiguity, change and uncertainty effectively 
  • Superior MS Office skills: Excel, Outlook, PowerPoint, Teams & Word 
  • Travel requirements: Up to 20%
