We are seeking an experienced Lead Transportation Operations Researcher and Project Manager to drive innovative solutions in operations and to support the transportation data program by developing and implementing strategic solutions to complex transportation data problems. The ideal candidate will possess deep expertise in transportation systems management and operations (TSMO), exceptional proposal writing skills, and a track record of successfully managing complex projects. This role will involve leading proposal development, project execution, and stakeholder engagement to optimize transportation system performance.

Key Responsibilities May Include:

Lead Proposals:

  • Write comprehensive proposals that demonstrate expertise in transportation topics, aligning with Federal Highway Administration (FHWA) requirements.
  • Develop accurate cost estimates by managing project timelines and resource allocation.
  • Assemble project teams, defining roles and responsibilities.
  • Create and manage proposal schedules to ensure timely submissions.
  • Review proposals for quality, providing feedback to writers to enhance clarity and alignment with requirements.

Lead Projects as Principal Investigator:

  • Serve as the technical lead, guiding project vision and desired outcomes.
  • Direct team efforts to execute project tasks through effective writing, presentations, and stakeholder engagement.

Lead Projects as Project Manager:

  • Manage project scope, ensuring deliverables meet expectations.
  • Assign tasks to team members, monitoring progress and quality of work.
  • Foster strong client relationships and manage project budgets and timelines.

Subject Matter Expertise:

  • Demonstrate in-depth knowledge of Transportation Systems Management and Operations (TSMO) and the strategies needed for optimal performance.
  • Engage with federal, state, regional, and local transportation agencies to enhance TSMO capabilities.
  • Leverage data governance, management, and analytic tools to support USDOT and state and local governments to maximize the value of their data and information in transportation decision-making.
  • Understand multimodal system coordination, TMC operations, pricing techniques, road user charging, equity impacts, and emerging technology in Intelligent Transportation Systems (ITS).

Typical Projects Include:

  • Planning project approaches and methodologies.
  • Conducting stakeholder engagement activities, such as focus groups and workshops.
  • Gathering and analyzing information through literature reviews and data collection.
  • Synthesizing findings and developing outreach materials, training resources, and technical documentation.
  • Developing concepts of operations, prototypes, and beta products of scalable solutions for implementation.

Basic Qualifications:

  • Bachelor’s degree and at least 12 years of relevant experience or Master’s degree and at least 10 years of relevant experience. Preferred degree areas are transportation operations, transportation systems, or advanced transportation technology.
  • Proven expertise in proposal writing and project management, particularly in a transportation context.
  • Strong analytical and communication skills, with the ability to engage effectively with diverse stakeholders.

Pay Range:

Pay Range $108,550.00 - $196,225.00
