The Opportunity:

 Serve as the Maritime Forces Liaison between the Ecuadorian maritime forces and the United States Navy, the US Coast Guard, and US law enforcement agencies. Must be fluent in Spanish and English.

Responsibilities:

  • Assist the US Security Cooperation Office (SCO) for planning, coordination, and execution of maritime operations in coordination with JIATF-S, USNAVSO, and USCG HQ/Districts

  • Coordinate maritime operations planned in or near Ecuadorian territorial waters. Serve as the lead planner and liaise with Navy, Coast Guard, and Ecuadorian Navy for US vessel port visits to Ecuador.

  • Represent USSOUTHCOM, Joint Inter-Agency Task Force – South (JIATF-S), and USCG to Ecuadorian Navy and advise U.S. Country Team on maritime related issues.

  • Supports law enforcement operations for maritime interdiction, countering illegal, unregulated, and underreported fishing, and other maritime focus areas.

  • Contribute to the 5-year engagement plan and Significant Security Cooperation Initiatives (SSCI). Assist with the implementation of the USSOUTHCOM Campaign Plan on behalf of SCO Ecuador for maritime-related activities.

  • Manage air and maritime detection and monitoring operations in coordination with JIATF-S and the Tactical Analysis Team.

  • Coordinate maritime-related aspects of exercises involving Ecuadorian maritime forces. 

  • Assist the SCO with integration into US Mission activities.

Qualifications:

  • Prior commissioned experience in a maritime service and familiarity with maritime security cooperation operations, activities, and investments with foreign partners

  • Current TS security clearance. Be eligible for Specialized Compartmented Information access.

  •  At least 3 years’ experience working with on an Operational, Service, or Joint Staff managing projects or engagements with foreign partners.

  • The ability to effectively communicate both orally and in writing in Spanish and English.

  • Bachelor’s degree in a related discipline.

  • A current Tourist Passport with an expiration date more than 6 months away

Desired Qualifications: 

  • A fundamental understanding of Program Management Office operations and management.

  • Military Education Level 4

The proposed salary range for this position is:

$78,000 - $163,800
