OVERVIEW

The CDC Foundation is seeking a Business Process Analyst who under general supervision, will assist the Nevada Office of State Epidemiology (OSE) improve the public health operations practices, methods, and informatics, to achieve the program goals for the CDC’s Data Modernization Initiative (DMI) grant. The BPA’s core role will be to monitor and facilitate the Electronic Laboratory Report (ELR) and Electronic Case Report (ECR) onboarding process from various providers, hospitals, and laboratories nationwide.  This position will be assisting the Nevada State Epidemiologist maintain the EpiTrax disease management system for the state of Nevada.


MINIMUM QUALIFICATIONS

•Bachelor's degree in Business Administration, Public Health, Information Systems or a related field from an accredited college or university, or equivalent experience with a minimum of 6-years Business Process Analyst experience in Public Health Care process improvement
•Minimum of 5-7 years of experience in business analysis, systems analysis, and process analysis
•Strong analytical skills with the ability to think critically and solve complex problems
•3-5 years’ experience with business process modeling tools (e.g., Visio, Miro, etc.) and systems analysis tools
•3-5 years’ experience with Business Intelligence reporting tools (PowerBI, Tableau, AWS QuickSite, etc.)
•Excellent communication skills, with the ability to convey technical information to non-technical stakeholders
•Demonstrated organizational skills exhibiting high attention to detail and the ability to organize multiple priorities
•Significant experience working collaboratively with diverse stakeholders and engaging in strategic partnerships
•Strong project management skills, including the ability to manage multiple priorities and deadlines
•Familiarity with Agile, Scrum, SAFe5 and precedence project/product management practices
•Entry Certificate in Business Analysis Professional (ECBA - IIBA.org), Certified Associate in Project Management (CAPM - PMI.org), Projects IN Controlled Environments (PRINCE2 – Prince2.com/USA), or comparable

DESIRED QUALIFICATIONS

•Master of Public Health (MPH) with an emphasis on Informatics or a closely related field from an accredited college or university
•Proficiency in writing comprehensive statistical and analytical reports 
•Excellent written and oral communications
•Strong proficiency in researching and process mapping the Extract, Transform, and Load (ETL) process to document flow of data from multiple providers/reports
•Hands on knowledge of health data interoperability standards such as HL7 FHIR, HL7 2.3.1, HL7 2.5.1, and medical coding (LOINC and SNOMED) to ensure proper format of incoming data
•Considerable experience in mapping and validation of data elements from Electronic Lab Records (ELR) and electronic Case Reports (eCR)
•Direct experience with Electronic Lab Reporting, Electronic Health Records systems, HL7 messaging or syndromic surveillance 
•Hands on experience with Electric Medical Records (EMRs), like EPIC 
•Knowledge of SAS, SPSS, STATA, or other statistical software
•Certified Business Analysis Professional (CBAP-IIBA), Project Management Professional (PMP-PMI), or comparable


KEY RESPONSIBILITIES

•Analyze current public health information systems and identify areas for enhancement or replacement
•Assist in the design, testing, and implementation of new systems or system modifications
•Ensure that systems meet Public Health Agency’s (PHA) business needs and are user-friendly and efficient
•Map and analyze current the PHA’s business processes to identify inefficiencies or redundancies
•Work with cross-functional teams to ensure processes are aligned with organizational objectives
•Develop process documentation, including workflows, SOPs, and training materials
•Serve as a liaison between programs, information technology resources, PHA partners, and others to ensure clear communication and alignment
•Lead initiatives to improve the PHA business initiatives, system analysis, and process analysis methodologies
•Provide consultation and assistance with design, implementation, and operations of disease surveillance systems
•Provide technical and functional support during the implementation of electronic messaging linkages, such as immunization data and electronic case reports, to enhance data availability and usability
•Conduct business analysis, systems analysis, process analysis and assistance in the development of data management custom forms for public health diseases
•Assist with authoring Reportable Conditions Knowledge Management System (RCKMS) disease conditions
•Coordinate with Nevada local health authorities to ensure their needs are met with the PHA’s disease management system (EpiTrax)
•Provide training, technical assistance, and consultative services regarding epidemiology and the control of diseases
•Serve as a point of contact for various personnel regarding moderately complex epidemiologic issues
•Develop policies and procedures for new and existing disease control programs, including EpiTrax training materials
•Assist with laboratory on-boarding for electronic lab reporting (ELR)
•Provide technical assistance to laboratories that need to transition reporting from the NBS data system to Epitrax
•Prepare technical and non-technical summaries of work, scientific reports and manuscripts
•PHA’s typical office hours Monday – Friday 8:00 AM PT – 5:00 PM PT
