CACI is seeking a Real Estate Appraisal Reviewer in Washington, DC
 

The Opportunity:

  • Working within a team of CACI paralegals, GIS experts, and title analysts that provides litigation support to DOJ trial attorneys in the Natural Resources Section (NRS), will review appraisal reports completed by third-party vendors for inverse condemnation actions concerning the acquisition of easements and former railroad rights-of-way.
  • This will be advanced professional work evaluating the reasonableness of appraisals submitted by outside experts, summarizing details from multiple appraisals for attorney review and settlement negotiations, and drafting appraisal reviews or similar summaries.
  • This growing docket includes dozens of cases throughout the CONUS and a CACI team of 12+ experienced staff focused on title and valuation matters.


Responsibilities:

  • Draft reviews that approve, disapprove, or recommend modifications to appraisal reports submitted by outside vendors.
  • Advise on questions of appraisal quality for settlement negotiations and trial preparation in ongoing litigation.
  • Ensure that appraisal techniques, requirements, and reports comply with the Uniform Standards of Professional Appraisal Practice.
  • Evaluate valuation estimates for just compensation and suggest alternatives where appropriate.
  • Research, analyze, and summarize modern deeds, subdivision or tax plats, and surveys that affect litigated properties.
  • Coordinate with the Land Acquisition Section (LAS) on appraisal matters.
  • Expert testimony in the Court of Federal Claims in Washington, DC may be required.



Qualifications:

Required: 

  • Master of Appraisal Instruction (MAI) designation with the Appraisal Institute.
  • Proven working Knowledge of the Uniform Standards of Professional Appraisal Practice (USPAP) and Uniform Appraisal Standards for Federal Land Acquisitions (Yellow Book).
  • Familiarity with partial acquisitions or experience conducting appraisals involving partial acquisitions, including easements and rights-of-way.
  • BA/BS Degree with seven years of professional real estate appraisal experience, including three years reviewing acquisitions of real property for public use.
  • Demonstrated experience with appraisal reviews or the ability to conduct such reviews.
  • Familiarity with valuations of different property types (e.g., commercial, residential, etc.).
  • Experience applying all standard valuation methods: comparable sales; cost approach; and income approach, as well as valuing partial interests.
  • Working knowledge of standard Microsoft Office Suite software
  • The ability to obttain a DOJ MBI Clearance


Desired:

  • Knowledge of technical writing principles commensurate with an MAI designation.
  • Experience with real property and the practices used to acquire property for public use.
  • Experience with litigation consulting or testifying as an expert at deposition or trial.
  • Experience with Automated Valuation Models or similar appraisal processes at scale.
  • Familiarity with Relativity or similar document retrieval systems used in litigation.

The proposed salary range for this position is:

$64,400 - $135,100
