Leidos is an innovation company rapidly addressing the world's most vexing challenges in national security and health. Our Global Supply Chain organization is seeking a Senior Subcontracts Specialist to support the programs, proposals, and business objectives of the Defense Systems Sector, Maritime Business Area. This role will lead full life cycle (“cradle-to-grave”) subcontract management activities supporting primarily US Government programs which complies with contract requirements, company policies and procedures, and applicable laws and acquisition regulations.
The successful candidate will be the primary interface between subcontractors and the program for the contractual management of agreements of various types typically of a moderate dollar value, risk, creativity and complexity, and will interact with other functional areas (e.g., program management, contracts, project control, finance, growth, etc.) to complete the necessary activities for the portfolio they’re assigned. They will provide strategic proposal support centered around the win strategy and be expected to effectively manage their time, prioritize actions, meet deadlines with minimal supervision, and be a detail-oriented peer who can work both independently and as part of a team.
Primary Responsibilities
The position requires an advanced knowledge of federal subcontracting and experience providing creative solutions to business and program requirements. While not an exhaustive list, activities in the subcontracting process that are responsibilities of this role are: supporting proposal activities (e.g., negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of complex solicitation packages from customer requirements, evaluation of subcontractor proposals, price analysis, negotiation of scope, price, and terms and conditions, etc.), subcontract award, and post-award management (e.g., subcontract modifications, risk identification & mitigation , issue resolution, internal reporting, closeout activities, etc.). The complexity of assignments will increase with demonstrated proficiency, judgement, and business acumen. Accordingly, the candidate will be expected to identify and resolve moderately complex issues and problems on assigned subcontracts and make recommendations of appropriate mitigation steps to management. The candidate may assist management by reviewing files for compliance and coaching more junior staff on policies, procedures, and best practices.
