Position: Staff Technical Program Manager

Location: 10500 NE 8th Street, 13th Floor, Bellevue, WA 98004

Duties: Define goals, deliverables, schedules, and critical paths for managing multiple medium- to high-complexity programs within an assigned area of work, in alignment with overall strategic objectives and shifting priorities by driving projects through the lifecycle phases to successful completion as defined in projects’ charters. Serve as the program lead for multiple projects. Participate in end-to-end discussions for high-level system and solution designs and demonstrate an understanding of design choices for scalability, high availability, and performance. Ensure dependencies between system contracts are robust and avoid upstream and downstream Operational Excellence (OE) production issues during development changes. Identify similar capabilities during planning and execution cycles across various products for possible software reuse opportunities. Clarify requirements with engineering teams through verbal, written, or diagrams of simple system architecture and translate product feature requirement needs into technical designs or details. Establish end-to-end delivery plans based on impacts and interdependencies among applications, infrastructure, and security to ensure quality outcomes for new initiatives and the modernization of existing technology stacks. Propose frameworks, tools, and methodologies that can be adopted to drive automations across initiatives. Establish methods for effective launches and post-launches by assessing engineering practices for resting, triages, and maintenance under guidance. Identify areas of innovation across subdomains, share potential innovations with the leadership team, and drive initiatives. Effectively negotiate against timelines, resources, and priorities to secure commitments. Anticipate issues and proposes solutions, manage dependencies and cross-functional issues, and identify the need to develop or improve tools and processes. Assist in the creation of simple, modular, extensible, and functional designs for a product or solution in adherence to requirements. Coordinate and produce documents and reports that communicate project strategies, statuses, scopes, timelines, task plans, action items, risks, issues, dependencies, test plans, or rollout plans and manage complex changes. Synthesize and converge data from multiple vantage points (for example, engineering excellence, product analytics, program success) into meaningful insights. This position does not supervise employees.

Minimum education and experience required: Bachelor’s degree or the equivalent in Computer Science, Information Technology, Engineering (Any), or related area and 5 years of experience in engineering, engineering program management, technical program management, product management, or related area; OR Master’s degree or the equivalent in Computer Science, Information Technology, Engineering (Any), or related area and 3 years of experience in engineering, engineering program management, technical program management, product management, or related area.

Skills required: Experience managing multiple technical programs from inception through product release by utilizing Business Process Management technologies and processes used for eCommerce, including sales, services, fulfillment, returns, and support. Experience with fail fast principles and ensuring risks are identified and mitigated proactively. Experience driving the discovery phase to create a high-level design approach and solidify product requirements. Experience ensuring Microservices Architecture patterns are applied to the design and development of RESTful and GraphQL APIs. Experience with scalable and containerized workflows deployment methodologies. Experience defining architecture guardrails that optimize for flexibility, reusability, scalability, performance, and availability within a domain. Experience managing database and distributed systems migrations and upgrade programs by creating the diagrams, data models, and navigation maps for SQL and NOSQL databases, including Cosmos, Cassandra, Elasticsearch, and Cache. Experience using product backlog and project management tools and Microsoft (MS) Office tools, including MS Project, MS Word, MS Excel, MS PowerPoint, and MS SharePoint to plan executions, roadmaps, and release transparency artifacts. Experience performing requirements elicitation and feasibility analysis for large-scale enterprise systems using JIRA. Experience identifying impacted systems and teams, proposing and defining architectural approaches, and addressing cross-team dependencies. Experience applying software development methodologies, communicating requirements and designs to multiple teams through requirements artifacts including API specifications, sequence diagrams, flow diagrams, and data diagrams using Postman, Confluence, Visio and Lucidchart. Experience managing Azure Cloud Program or Google Cloud Program (GCP) including migration, maintenance, cost optimization, and highly scalable solutions. Experience managing technical programs using Agile methods, including Scrum and Kanban. Employer will accept any amount of experience with the required skills.

Salary Range: $137,654/year to $264,000/year. Additional compensation includes annual or quarterly performance incentives.   Additional compensation for certain positions may also include: Regional Pay Zone (RPZ) (based on location) and Stock equity incentives.
