Northrop Grumman Mission Systems Sector is seeking a Manager 2, Manufacturing Operations for Engineering Labs and Resources. This Manager will manage (union) represented Technicians and Engineering Lab facilities supporting our BWI Facility.

Roles and responsibilities include:
Manage the daily operations of facilities and technicians and provide guidance and actively assist subordinates as required
Responsible for all personnel aspects of the department including, but not limited to, manpower forecasting and control, performance feedback, training, and attendance monitoring
Required to interface with union representatives and Northrop Grumman Labor Relations department personnel on a regular basis, and interface with internal customers on a daily basis
Must prepare and coordinate plans and schedules in support of new or existing programs within the Engineering Labs
Operational knowledge of the Engineering Lab facilities and capabilities as well as familiarity with lab test processes preferred
Individual will develop proposal inputs and estimates for technical support and monitor cost, schedule, and performance against program baselines
Individual must be comfortable formulating and executing courses of actions for schedule revisions, manpower adjustments, and changing work requirements in a dynamic work environment
Responsible to coordinate across departments for maintenance, repair, calibration, and upgrade of lab facilities, as well as planning for and managing capital resources such as tools, test equipment, and facilities
The chosen candidate must have excellent communication skills and must be organized, flexible, and able to multitask in a dynamic team environment.
Basic Qualifications:
Bachelor’s degree with 9 years of relevant experience (or 7 years with a Master’s degree). Candidates with a High School diploma and 13 years and candidates with an Associate’s degree and 11 years will also be considered.
Minimum of 2 years of experience leading or managing projects or personnel, including resource management
Must have a working knowledge of SAP-MES, MS Word, Excel, PowerPoint, and MS Project
Active Secret Security Clearance is required.
US Citizenship is required.
Preferred Qualifications:
Bachelor's Degree in a business or technical discipline plus 9 years relevant experience
Experience managing in a union environment
4 or more years of experience leading and managing production or development projects with direct personnel, including resource management
Experience in resolving technical challenges that arise from transferring products from Engineering to Production
Ability to obtain a TS/SCI clearance
IPT (Integrated Product Team) experience
Experience contributing to proposal development

Salary Range: $108,900.00 - $163,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
