Learning & Performance Manager (L5)

At Amgen Dun Laoghaire (ADL), we focus on biopharmaceutical aseptic manufacturing, lyophilisation, and automated inspection and packaging. As our site continues to grow in scale, complexity, and technological capability, we are seeking a Learning & Performance Manager to play a critical role in shaping workforce capability and enabling site-wide performance and excellence.

What you will do

This is not a traditional training role. The Learning & Performance Manager will act as a strategic capability leader, accountable for building a future-ready workforce that directly impacts operational performance, compliance, and business outcomes.

While initially aligned to support operational functions, this role is expected to operate with a site-wide perspective, influencing capability strategy across multiple functions as organisational needs evolve.

You will partner with leaders to diagnose performance challenges, design capability solutions, and embed scalable learning and performance systems that go beyond training to address the full operating environment.

Strategic Capability Leadership & Business Partnership

  • Provide Guidance to leadership in developing and executing a site-wide capability strategies, aligning workforce skills, leadership capability, and learning investments to business objectives
  • Act as a performance consultant to functional leaders, diagnosing performance gaps and addressing root causes across process, leadership, systems, and organizational factors
  • Influence site and network capability strategies, ensuring alignment with enterprise direction and evolving site needs

Driving Performance & Business Impact

  • Drive measurable improvements in business and operational performance through capability interventions.
  • Establish and monitor metrics linked to outcomes such as quality, productivity, compliance, and workforce readiness.
  • Leverage data and analytics to identify trends, anticipate capability risks, and inform decision-making.

Future Capability & Workforce Readiness

  • Identify and build capabilities required for future business needs, including digital, automation, and evolving technologies.
  • Drive workforce readiness for strategic initiatives, including technology implementations, process improvements, and organisational or site changes.
  • Establish knowledge management practices to accelerate onboarding, reduce dependency risks, and preserve critical expertise.

Leadership & Learning Culture

  • Partner with leadership to strengthen leadership capability, including coaching effectiveness, talent development, and succession readiness.
  • Foster a high-performance learning culture, embedding continuous learning, coaching, and knowledge sharing into daily operations

Learning & Qualification System Excellence

  • Ensure training and qualification programs meet regulatory requirements, supporting inspection readiness.
  • Optimize learning systems and delivery models to improve efficiency, scalability, and learner experience.
  • Partner cross-functionally to deliver integrated learning and performance solutions.

Basic Qualifications

  • Bachelor’s degree in Science, Engineering, Business, Education, or related discipline
  • Experience in Learning & Development or Learning & Performance within a regulated or complex operational environment

Preferred Qualifications

  • Experience operating as a strategic partner to senior leaders
  • Strong performance consulting and problem-solving capability
  • Experience leading capability or workforce transformation initiatives
  • Knowledge of regulated environments and compliance requirements
  • Experience using data and analytics to inform decisions
