Overview:

The position will lead a team of risk management Subject Matter Experts (“SMEs”) in providing oversight to Corporate Treasury’s activities with respect to asset/liability management, interest rate risk management, liquidity risk management, market risk management, and risk management of the Corporation’s investment securities and wholesale liabilities portfolios.  The position will also ensure that an effective 2nd line risk management framework is in place including the periodic/annual evaluation of Treasury’s policies/procedures and risk management limits. Areas of responsibility will be managed in compliance with all regulatory requirements, applicable laws, and Bank standards. Represents the Corporation with government and regulatory bodies, rating agencies, investment banks, and industry associations. Oversees executive management, risk committee, and Board reporting to ensure risks are managed appropriately.

Primary Responsibilities:

  • Manage all interactions with Corporate Treasury (first line of defense), lines of business, internal audit, and primary regulators.

  • Develop, review and maintain risk management processes and procedures for governance and oversight of the Firm’s asset/liability risk management practice.
  • Conduct scheduled process assessments for all three Treasury Risk pillars, and ensure timely identification of risks and potential gaps against regulatory expectations or range of practices, in these areas.
  • Review interest rate risk management strategies that position the balance sheet to benefit from movements in interest rates whenever appropriate risk/return opportunities are present taking into consideration the impact of earning stability.
  • Periodically evaluate the Bank’s market risk position and communicate in a timely fashion on any change in trends or emerging risks
  • Actively participate and serve on the Corporation’s Asset/Liability Committee.
  • Provide leadership and oversight to the Treasury Risk Management Oversight (“TRMO”) group.
  • Ensure processes and procedures for governance are appropriate and regulatory and reputation risks are minimized.
  • Provide insight, recommendations, and deliver timely information and reporting on Interest Rate, Liquidity Risk and Market Risk topics to the CRO and the Risk Committee of the Board.
  • Oversee and ensure successful integration of acquisitions from a TRMO perspective.
  • Oversee development of the annual plan for TRMO and ensure results meet or exceed plan, while fully complying with Bank standards.
  • Design, implement, maintain and enhance internal controls to mitigate risk on an ongoing basis. Identify risk-related issues needing escalation to management
  • Represent the Bank in the community, including membership on external boards, committees and industry associations, as well as with government and regulatory bodies.
  • Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
  • Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite.
  • Promote an environment that supports diversity and reflects the M&T Bank brand.
  • Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
  • Complete other related duties as assigned.


Scope of Responsibilities:
This position is responsible for the oversight of risk management practices of traditional treasury disciplines of asset/liability management, interest rate risk management, market risk management and funding/liquidity risk management. Additionally, the position is responsible for the oversight of the following capital markets related functions; investment securities portfolio management and wholesale funding portfolio management. In carrying out these responsibilities, the position must interact and build relationships with member of executive management, leaders of the Bank’s primary operating units, investors, rating agencies, investment bankers, vendors and regulatory personnel. The position prepares and provides presentations to executive management, the Board of Directors, and risk governance committees.

Education and Experience Required:
Bachelor’s degree and minimum 13 years relevant experience, inclusive of at least 7 years banking Treasury experience.

Minimum of 6 years proven and progressive managerial and/or leadership experience

Excellent communication and interpersonal skills; able to influence and negotiate at senior and executive levels

Excellent presentation skills

Strong analytical and decision-making skills

Strong strategic planning skills

Proficiency with personal computers and relevant software packages

Education and Experience Preferred:
MBA (Master’s degree in Business Administration) or Master’s degree in quantitative/analytical discipline (Finance, Accounting or Economics)

Past experience as a Treasurer or Assistant Treasurer, preferably in a banking environment

Knowledge of Bank policies and procedures

Knowledge of overall Bank strategic vision and mission with ability to link to division mission

M&T Bank is committed to fair, competitive, and market-informed pay for our employees. The pay range for this position is $157,495.91 - $292,492.42 Annual (USD). The successful candidate’s particular combination of knowledge, skills, and experience will inform their specific compensation.
