LATAM Regional Delivery Leader Job Description

Role Summary

Reporting to the Head of AMER People Operations, this role is a senior, enterprise-level leadership position accountable for end-to-end People Operations and Payroll transformation across Latin America. The role owns regional service delivery, payroll and benefits operations, regulatory compliance, and continuous improvement, while leading one of GE Vernova’s most critical multi‑year transformations: the unification and modernization of LATAM payroll.

This leader will integrate two historically disparate payroll organizations (Mexico/CALA and Brazil) into a single, cohesive LATAM Payroll organization, as a foundation step in transformation, leading to global payroll outsourcing and product‑based operating model. The role requires sustained strategic focus, executive influence, and deep operational rigor to simplify, standardize, and scale payroll delivery while protecting employee experience, accuracy, and compliance.

As a core member of the AMER People Operations leadership team, this role shapes regional and global strategy, partners closely with Product, HR, IT, Finance, and external vendors, and ensures LATAM serves as a model region for global payroll and People Operations transformation.

Key Responsibilities

Enterprise & Regional Leadership

  • Provide senior leadership for People Operations across Latin America, setting regional strategy and contributing directly to the global People Operations and Payroll roadmap.
  • Act as the regional authority and decision-maker for HR Operations, Payroll, and Benefits delivery, ensuring alignment with global product standards while addressing complex local regulatory requirements.
  • Serve as a trusted advisor to AMER and Global HR leadership, translating business strategy into scalable People Operations and payroll solutions.

LATAM Payroll Transformation & Global Alignment

  • Lead the LATAM Global Payroll Transformation, a multi‑year, high‑impact initiative requiring sustained leadership focus and cross‑functional orchestration.
  • Unify Mexico/CALA and Brazil payroll teams into a single LATAM Payroll organization, establishing common governance, operating rhythms, performance standards, and leadership expectations.
  • Design and implement a standardized LATAM payroll operating model, aligned to global payroll product structures and target outsourcing strategies.
  • Partner with Global Payroll, Product, IT, Finance, and external vendors to prepare LATAM for enterprise payroll outsourcing, including vendor readiness, data integrity, controls, and service-level frameworks.
  • Drive simplification, risk reduction, and scale by eliminating regional fragmentation and legacy practices.

Operational Excellence & Service Delivery

  • Own end-to-end service delivery performance across People Operations and Payroll, including accuracy, timeliness, compliance, employee experience, and cost efficiency.
  • Establish and operate a high-performing, multi-country delivery model, balancing global scale with strong local execution.
  • Define, monitor, and continuously evolve operational metrics, ensuring alignment to product specifications, service principles, and business outcomes.
  • Anticipate demand changes and proactively adapt capacity, capability, and delivery models.

Strategy, Simplification & Continuous Improvement

  • Drive maturity and optimization in the People Operations ecosystem, including a blended in-house and outsourced delivery model that maximizes quality, cost, scalability, and compliance.
  • Apply Lean and continuous improvement disciplines to systematically remove waste, reduce risk, and improve cycle times and employee experience.
  • Lead large-scale change across policy, process, technology, and service design in partnership with HR, IT, Legal, and the business.

Talent & Culture Leadership

  • Build, lead, and develop leaders and teams across the LATAM People Operations and Payroll organizations.
  • Set a high bar for performance, accountability, and capability, ensuring leaders are prepared to operate in a product-driven, global service environment.
  • Foster a culture of transparency, inclusion, collaboration, innovation, and operational excellence.

Required: 

  • Bachelor’s degree or international equivalent, or equivalent knowledge or experience
  • Extensive experience leading HR Operations and Payroll organizations, including shared services and outsourced models
  • Significant experience in senior people leadership, including leading leaders, with a demonstrated commitment to inclusion and diversity
  • Strategic and systems thinker, able to process complex information, identify interdependencies, assess trade-offs, and make difficult decisions
  • Demonstrated ability to operate effectively in ambiguous, fast-paced, transformation environments
  • Strong executive communication skills, including interpersonal, written, and presentation capabilities
  • Willingness to travel ~15%, primarily within the region.

Preferred Qualifications: 

  • Proven experience designing and executing HR and Payroll transformations, including vendor transitions and global operating model alignment
  • Expertise in Workday HCM and Payroll, or equivalent enterprise HR platforms
  • Excellent consultative and influencing skills with senior stakeholders across functions and geographies
  • Demonstrated Lean and continuous improvement leadership applied at scale
  • Strong business and financial acumen with the ability to contribute as a leadership team member beyond functional specialization
  • Proven global leadership capability, including establishing vision, aligning stakeholders, and empowering teams
