The Opportunity:
In this role, you will meet regularly with customer stakeholders to identify and agree upon business needs for assigned projects; clearly communicate those business needs to the Development Team; and work collaboratively with customer stakeholders and the Development Team to decompose high-level business needs into functional requirements – all to facilitate the delivery of deployable software. We are looking for a motivated self-starter with initiative and aptitude to learn quickly and put new skills to use developing meaningful solutions to difficult challenges within a high velocity environment. The ability to see the big picture is crucial. We emphasize innovation and are looking for an individual who is adaptable and can work constructively with a technically diverse team to ensure quality products are delivered to stakeholders.
Responsibilities:
The ideal candidate will:
• Be an experienced Business/Systems Analyst familiar with development of custom software applications in an Agile/Scrum environment.
• Possess both an understanding of real-world mission/business objectives and a working grasp of software development practices and technologies.
• Serve as the focal point for the capture, analysis and management of functional and non-functional systems requirements.
• Demonstrate skill in effective decomposition of mission/business objectives into user stories.
• Meet regularly with stakeholders to identify business needs.
• Clearly communicate stakeholder business needs to the Development team.
• Work in conjunction with the Product Owner to develop and maintain product backlogs.
• Work collaboratively with the stakeholders and Development Team during the development cycle to ensure customer needs are met.
Duties and Responsibilities:
• Under minimal direction, collaborate with customer stakeholders to define and document customer stakeholder business needs.
• Develop and clarify customer stakeholder requirements to enable Development Team design, development and test activities.
• Develop, document and maintain customer stakeholder requirements as user stories in product backlogs.
• Serve as the primary focal point between the customer stakeholders and the Development Team.
• Become an expert on managed applications to facilitate an understanding of future product needs.
Qualifications:
Required:
• Active DOD Secret clearance.
• Ability to develop business processes, capability needs, business requirements and business information models.
• Ability to translate and decompose business needs into multiple layers of requirements/user stories.
• Comfortable collaborating with stakeholders to gather pertinent information.
• Understanding of Agile Scrum methodologies.
• Strong skills with MS Office tools (Word, Excel, PowerPoint and Visio) and SharePoint.
• Excellent written and verbal communication skills, including the ability to understand, work with and shape the vision of customers and stakeholders.
• Strong interpersonal, teamwork, problem solving, organizational and multi-tasking skills.
• A self-starter who will seize and maintain the initiative in ambiguous situations.
• Willingness to challenge the status quo and propose new and innovative solutions to complex challenges.
Desired:
• Experience using Azure DevOps (also known as Microsoft Team Foundation Server).
• Certified Scrum Product Owner (CSPO) or Professional Scrum Product Owner (PSPO) certification.
• Experience working with the US Navy, specifically, Navy Reserve Forces Command.
• B.S. in Computer Science, Engineering, Information Management Systems, Business Management or a related discipline, or equivalent professional experience.

The proposed salary range for this position is:
