The Leidos Health & Civil sector Portfolio is seeking a Project Manager, contingent upon contract award, to support a state Medicaid program that will assist in modernizing Medicaid Enterprise System (MES) architecture with a modular System Integration Platform (SIP) and integration services. The ideal candidate must be a strong leader with a broad understanding of technology’s impact, energetic and self-motivated, and with a value-driven and customer-centric mindset. 

**Telecommuting role, the candidate must be a US Citizen or Permanent Resident and currently reside in the USA. The initial 6 months include travel to Rhode Island.

Primary Responsibilities:

Managing the overall program to include:

  • Lead large-scale multiple states MES modernization projects.

  • Oversee Medicaid Management Information Systems (MMIS) implementation and operational execution and financial aspects of FFP contract deliverables, cost, and schedule to ensure successful achievement of all key performance indicators and annual operating plan commitments.

  • Contribute to, review, and ensure on-time delivery of Program deliverables including the Project Management Plan and associated plans (communications, quality, change management, etc.).

  • Direct the Project Leadership team to oversee all administrative and business functions of the program to include Contracts, Subcontracts, Finance, Staffing, and Security.

  • Provide oversight of project staffing requirements, working with functional managers (architect/product manager, implementation manager, test manager, and operations manager) to support efficient hiring and onboarding.

  • Manage organizational compliance with contractual requirements, Statement of Work and Leidos policies and procedures.

  • Identify and lead employee engagement activities to achieve high degree of employee retention and performance.

  • Lead and support customer and internal meetings, inclusive of agenda development and management.

  • Prepare project reporting materials, customer status reviews, and other formal review material to the program leadership.

  • Actively engage with functional support teams to ensure customer and Leidos requirements are met.

  • Effectively communicate and manage assignment progress to meet deadlines.

  • Communicate issues and solutions to the State Medicaid (Project Controls Office) PCO in a timely and transparent manner.

Required Qualifications:

  • Bachelor’s Degree and 15+ years of prior relevant experience or a master’s degree and 10 years of prior relevant experience with state agencies.

  • Must have a PMI PMP certification.

  • At least ten (10) years of experience as a Program or Project Manager, managing MMIS implementation and operations contracts of similar scope, type, and complexity.

  • At least five (10) years of demonstrated experience in the management and control of funds and resources.

  • Must possess experience managing complex, multi-task projects with annual revenue of at least $30M.

  • Must have demonstrated experience in conducting requirements and GAP analysis, resource allocation, project costing, deliverable tracking, and schedule for Medicaid Enterprise Systems (MES) modernization projects.

  • Experience managing FFP or similar fixed-cost contracts.

  • Must have leadership experience managing direct reports as well as functional staff.

  • Must have experience managing multiple subcontractors/teammates.

  • Must have experience managing a diverse workforce located remotely.

  • Must have the ability to use sound judgment in problem solving and must possess excellent interpersonal and communications skills.

  • Must have the ability to successfully manage multiple significant issues and tasks simultaneously, and must be comfortable working in a dynamic, fast-paced environment.

  • Must have the ability to effectively plan and prioritize tasking and pro-actively take initiative when issues arise.

Preferred Qualifications

  • Experience overseeing at least one Operational Data Store implementation for any State successfully.

  • Experience overseeing at least one Integration Platform implementation for any State successfully.

Pay Range:

Pay Range $122,200.00 - $220,900.00
