The EW Division of Leidos is looking for a Systems Engineer who will take on program leadership as a Deputy Program Manager to join our cross-functional engineering team using innovative technology to develop truly novel communications systems solutions for the US Navy. This position calls for knowledge and experience with requirements development, SysML modeling, test plan and procedure creation, algorithm development, program planning, oversight over engineering execution including the on-time delivery of products and Contract deliveries, and coordination of manufacturing projects involving antenna and transceiver systems in a diverse and collaborative environment. Primary Responsibilities.

  • Support the development and maintenance of systems engineering artifacts including:

    • Requirements

    • SysML models

    • Test Plans

    • Test Procedures

    • MATLAB models

  • Managing of ACAT I program(s) profit and loss (P&L), costs, scheduling, quality and timely delivery of products and services.

  • Leading a team through complete lifecycle phases including requirements, concept development, design reviews, validation and verification, and release to production using established formal IEEE systems engineering process.

  • Developing

  • Managing relationships between customers, technical staff, and supply chain.

Basic Qualifications

  • US Citizenship required. Must have an active Secret security clearance.

  • Bachelor’s degree in Engineering or related field (or equivalent experience) with approximately 8–12 years of relevant professional experience, including 4–8 years of direct program management experience, preferably within a defense contracting environment.

  • Proven experience in all phases of Systems Engineering including requirements, algorithms, integration, test, and modeling

  • Excellent verbal, written and interpersonal communication skills are required for an effective interface with all internal and external contacts. 

  • Strong planning skills including defining requirements, time estimating, communicating progress to stakeholders at each phase of project, documentation, and testing.

  • Demonstrated skills in all areas of business development including opportunity qualification, capture strategy, customer visits, customer relationship development, relationship development with competitors, team leadership, etc.

  • Strong network with NAVSEA, PEO IWS, PEO C4I and their NAVY Support Labs in Dahlgren and CRANE.

  • Familiarity with the DOD/DON acquisitions process and experience in supporting large programs and/or experience with US Navy, DOD, and commercial maritime surface ships.

  • Must have a deep understanding of technical, financial, budgeting, programmatic, and personnel management for government systems development and production contracts.

  • Proficiency in standard MS Office suite.

Preferred Qualifications

  • Experience using the Atlassian toolset

  • Experience with Cameo/Magic Draw

  • Experience in Agile development methods, including Scrum

  • Experience with situational awareness and tracking, fire control loop and engagements, communications systems and protocols, and/or command and control or combat systems

  • Experience developing and giving presentations to a government customer

  • Experience with Electronic Manufacturing Services (EMS) including knowledge of pick-n-place, conformal coating, environmental test, acceptance test, module/box/systems build operations.

Pay Range:

Pay Range $107,900.00 - $195,050.00
