Northrop Grumman Defense Systems (NGDS) Sector is seeking a Manager Subcontracts 1 to lead a global supply chain team of diverse individuals. 

The preferred location for this position is Northrop Grumman Oklahoma City, OK.

Position Responsibilities:

  • Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs

  • Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers

  • Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP)

  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies

  • Leads supply chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution

  • Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance

  • Will manage a team of supply chain professionals and oversee all aspects of Supply Chain for the Organizational Unit, delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high-level expectations. Must have ability to educate program teams, direct reports, and suppliers on processes, policies, FAR/DFARS, and procurement and subcontracting principles is essential.

  • Encompass the full range of the procurement and subcontract acquisition process including participation in strategic sourcing decisions, domestic subcontracting, teaming agreement generation and execution, and preparing requests for proposals consistent with customer solicitations, federal statutes and regulations, and enterprise policies and procedures.

  • Will have responsibilities for evaluating proposal submissions, identifying risk and mitigation strategies, developing negotiation plans and negotiating, and preparing subcontract files in compliance with Northrop Grumman principles and operating practices.

In addition, the selected candidate will manager a team of 7-9 subcontract specialists and must be able to:

  • Must be proficient in the supply chain process, including but not limited to source selection, price analysis, negotiations, risk management.

  • The preferred candidate should possess outstanding written and verbal communication skills and be extremely organized

  • Can quickly identify and communicate risk and opportunity

  • Have a clear understanding of established processes and procedures

  • Possess the ability to align team goals to Sector and Division objectives

  • Effectively manage a supply base: Evaluate supplier delivery, quality, and cost performance

  • Develop and maintain Strategic Supplier relationships

  • Supervise release of RFQs for LTA and high-dollar reqs

  • Execute negotiations of LTAs and high-dollar contracts

  • Identify opportunity for cross Divisional strategies

  • Must be able to coordinate and manage a diverse group of people and skills as well as influence others outside of his/her specific area of responsibility

  • Ability to plan schedule and arrange activities to accomplish objectives

  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services

  • Negotiates and coordinates additions, deletions, or modifications to subcontracts

  • Supplier Onboarding, ad-hoc reporting and overall GSC performance metrics

Basic Qualifications:

  • Bachelor's degree with 6+ of supply chain/business management/contracts/program management or Operations experience.

  • 3+ years of team lead and/or people management.

  • Experience with demonstrated leadership and people management skills and with the ability to model and promote a strong sense of engagement, teamwork, and cooperation.

  • Solid understanding of procurement principles, policies, procedures, and regulations

  • Capable of working in a fast-paced environment, able to multi-task, make decisions in a timely manner and display strong interpersonal skills

  • Ability to communicate with multiple levels internal to the organization and externally to vendors

  • Ability to work under limited supervision.  No instructions needed on routine work, and general instructions given on new lines of work or special assignments

  • Capable of applying highly analytical approaches to problem solving.

  • Ability to maintain an organized workload and preserve attention to detail

  • Excellent business acumen, problem solving, communication and organizational skills

  • Must be able to obtain a secret clearance if needed

Preferred Qualifications:

  • Master’s Degree with a minimum of 4+ years of experience working in supply chain management including purchasing and procurement

  • Advanced Degree and / or Professional Certifications (CPSM, CSCP, CFCM, CPCM)

  • Aerospace and defense experience

  • Understanding of the technical, manufacturing, or supply chain requirements for platforms or systems being delivered to US Government customers

  • Experience working in SAP, EVMS, and Tableau systems

Salary Range: $94,100.00 - $141,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
