Role Overview:

Europe, UK & MEA Risk Evaluation Management (REM) team is a second line of defense in mitigating money laundering and terrorist financing risks for Citi and its customers in the global marketplace. This role will be an interface with various stakeholders across the business and global functions. The team is responsible for providing Compliance Advisement on the associated AML and Terrorist Financing risks to the Business as part of the KYC Review Process.

The KYC REM Functional role derives from regulatory requirements applicable to Citi globally and within the jurisdictions in Europe, UK & MEA. The role is based within the Europe, UK & MEA KYC REM team, which forms part of the Europe, UK & MEA AML KYC Function.

Key Responsibilities:

  • Work with the Regional REM Head to set goals for the REM function , and set out the key performance indicators to be used to assess performance (specifically production and quality targets for each activity in the UK REM function);

  • Support the Regional REM Head, acting as the designated point of contact for UK REM specific matters. Provide credible challenge when necessary;

  • Support the Regional  REM Head, acting as the point of contact for all UK specific matters when applicable.;

  • To the REM Designees in the Europe, UK & MEA countries, act as subject matter expert, and point of escalation on all REM-specific matters. Provide credible challenge when necessary. In addition to providing regularly updates on policy, procedures, aging, SLAs and AOB.

  • Support Regional REM Head Representing Europe, UK & MEA REM at key Global/Regional governance forums and meetings, including but not limited to the Europe, UK & MEA AML, GBRC, the Global KYC Leadership meetings, KYC Operations working groups and taskforces, as necessary;

  • Proactively engage with partner groups with KYC, AML, KYC Operations to stay abreast of matters and events which could have impact upon the effective operating of the REM function and REM Designees, e.g. events that can impact volumes such as CAPs, remediation’s, load levelling, Policy changes, etc.;

  • Proactively engage with partner groups in EMEA so that they are informed of REM matters which are likely to impact them;

  • Manage the Europe, UK & MEA KYC REM capacity plan model, monitor capacity across in UK;

  • Provide instructions on prioritization of reviews to the REM function;

  • Keep Regional REM Head abreast of any potential risks and issues relating to staff, resources, capacity, volumes, controls weaknesses or failures, performance concerns, and any other concerns that should be made visible to management ahead of being realized;

  • Manage a local team consisting of KYC REM Subject Matter Experts; actively participate in recruitment processes, performance assessment and identification of training needs;

  • Provision of accurate weekly and monthly metrics for Compliance Risk Reviews, Negative News, Manual Investigations or any ad hoc reports related to KYC to senior management on a timely basis;

  • Perform Manager Control Assessment (MCA) to seek out observation for any control weakness or non-adherence to policies, procedure and standards;

  • Undertake Root cause analysis where appropriate, with the purpose of developing corrective actions where any

  • deficiencies are identified;

  • Develop recommendations to improve any processes within a KYC REM review and submit these to the Europe, UK & MEA KYC REM Head or to Global REM Stakeholders;

  • Ensure that the team performs reviews in line with agreed standards of timeliness and quality;

  • Develop productive relationships with key representatives of the KYC Operations that support the ICG Businesses

  • Undertake close monitoring of return rates , identifying any anomalies / points of concern at the earliest opportunity, and escalating these as appropriate;

  • Provide advice, including an indication of the potential for significant risk, from AML for all higher risk clients, or where required by certain high risk triggers in the KYC Record to the Business in an appropriate timeframe;

  • Provide advice from an AML perspective on issues escalated by the Business;

  • Confirm all reputational risk information, including information relating to sanctions, bribery or corruption has been initially assessed and analysed by the relevant Business or AMLCO, if necessary, to determine if the information relates to the client and any concerns and comfort levels have been appropriately documented.

  • Help evaluate reputational risk searches that were conducted by the Business and their KYC Operations using Citi Screening, Factiva, and other platforms;

  • Consult with relevant stakeholders such as AML Compliance Risk Management (ACRM), Anti Bribery and Corruption (AB&C), Sanctions team, Legal etc. for their expertise in related topics and refer the case to AML Investigation teams including Corporate Security and Investigative Services (CSIS), Global Investigation Unit (GIU) for complex investigations;

  • Escalate AML concerns or any significant suspicious activities to senior management, remembering to consider reporting obligations where appropriate;

  • Develop productive relationships with representatives of the ICG including CPB and UK GCB businesses, along with Key BSUs that support these business lines.

  • Keep an open line of communication with the UK AMLCO/MLRO and her delegates to ensure that relevant updates are shared and that changes in UK regulatory requirements are communicated and implemented within the team.

  • The KYC REM UK senior manager should integrate into the wider Citi Belfast site/ AML compliance team to contribute positively to the local AML SLT and also ensure the KYC REM function is appropriately represented.

Qualifications:

  • Extensive experience and knowledge of AML, KYC regulations, risks, and appropriate controls.

  • Extensive knowledge of appropriate regulatory requirements including local and Europe, UK & MEA laws, international and industry standards.

  • Ability to work with regional and global partners, and influence and lead people across culture and senior level.

  • Demonstrated leadership and motivational skills.

  • Demonstrated analytical skills.

  • Project Management experience preferred

  • Substantial work experience directly related to complex and sensitive investigations: any combination of AML/BSA, fraud, financial irregularities, etc.

  • Finance/Banking background or equivalent experience.

  • Excellent judgment and assessment skills.

  • Excellent communication skills.

  • Excellent written and oral formats, including presentations to audiences ranging from Senior Managers, Regulators, Auditors to Analysts as evidenced by the ability to concisely and meaningfully explain and support research conclusions, both in written and verbal formats

  • Excellent organization and prioritization skills.

  • Highly proficient in MS excel (sort, pivot tables). Knowledge of MS Access is a plus

  • Demonstrates initiative, creativity and teamwork within the framework of the position responsibilities.

Education:

  • Bachelor’s/University degree or equivalent experience, potentially Masters degree
