Strategy Consulting Team (SCT) is seeking to hire an experienced Congressional Inquiries Analyst receive, record, and respond to inquiries received from members of Congress and other Government offices. This role requires at least an Interim Secret clearance and is performed on-site at NGB Headquarters in Arlington, VA. Previous NGB and congressional inquiry experience and/or knowledge is required.

Duties:

  • Record each inquiry received from members of Congress and other Government offices to the NGB LL internal database within one business day of receipt. Provide interim responses every 21 calendar days to the inquiring official until the final response is drafted. Submit all responses (Interim and Final) to the Congressional Inquiry Branch Chief for approval and final review, submission and release.
  • Ensure that all inquiries are properly staffed and vetted to ensure the most accurate and up to date information is transmitted on behalf of the senior leadership at NGB.
  • Establish and maintain contacts with Congressional staff and relevant offices within DoD, Army, the Air Force and the States and Territories. Maintain a current contact roster of the staffs of Congressional offices and appropriate points of contact within DOD, the Army, the Air Force, and the States and Territories.
  • Ensure all Privacy Act and Freedom of Information Act inquiries received by the CIBC are in compliance with DOD and NGB policy and provide response to the CIBC within 1 business day of any such inquiry.
  • Initiate appropriate coordination of sensitive inquiries (inquiries that pertain to personnel information requests) between the National Guard, Departments of the Army and Air Force, States and Territories, and other executive agencies
  • Responding to Inquiries Congress, other government offices, and FOIA. The contractor shall validate and record each inquiry, initiate appropriate coordination of sensitive inquiries, and provide interim and final responses.

Qualifications:

  • Secret clearance
  • Bachelors degree from a US based university
  • Three (3) years of experience with analyzing and responding to congressional inquiries
  • Three (3) years of experience working with the NGB or equivalent other Service Headquarters of DoD Level.
  • Experience which demonstrates a high level of understanding of the congressional budget and appropriations process, and familiarity with the President’s budget, to include analyzing appropriations tables and justification books.
  • Experience analyzing and tracking the annual National Defense Authorization Act, Appropriations Act and Military Construction appropriations.
  • Experience that demonstrates understanding of congressional committee process and procedures to include mark-ups, hearings and nominations.
  • Experience with DoD policy development, program process and program execution.
  • Understanding of DoD legislative and ULB process.
  • Microsoft Office Tools

Salary: $75,000-$85,000

Location: NGB Headquarters at 111 South George Mason Drive, Arlington VA 22204. This position is on-site.
