About the Position

Dexis seeks a Director of Operations to support the four-year USAID/Guinea ROLAJ Activity.

The Director works under the supervision of the Guinea ROLAJ Chief of Party, acting as advisor on aspects of field office management/operations. This includes strategic human resources management, efficient procurement and logistical services, financial management, and Dexis rules and regulations. The main role is to oversee the day-to-day functioning of the operations team, providing consistent and high-level services delivery to technical teams and constant evaluation and readjustment of operations to consider changes in the operating environment as and when needed.   

This is a full-time national position based in Conakry, Guinea.

Responsibilities

  • Coordinate the administrative activities of the project including start-up, recruitment, mobilizing and demobilizing staff, maintaining project files, requesting purchases for goods and services, ensuring submission of project deliverables and close-down.
  • Ensure that program implementation is in accordance with USAID regulations and procedures. This will include HR and financial management and ensuring that all procurement processes are fair and transparent.  
  • Supervise day-to-day field presence in the areas of operations and the daily financial operations of the contract, which include cash flow management, time sheet recording, financial reporting, and daily monitoring of obligations, budgets, and expenditures. This also includes ensuring VAT exemption for program costs and communicating with USAID vis-à-vis any potential VAT issues.
  • Assist the accounting department in providing budget forecasts to the Chief of Party (COP) and adjust for exchange rate fluctuations (if needed) and availability of funds.
  • Troubleshoot any operational issues, including liquidity and human resources and investigate and identify new ways of achieving operational efficiencies. 
  • Coordinate with the Dexis Home Office on all compliance issues, seeking legal and policy guidance and best practices, as needed.
  • Provide oversight on all programmatic and operational procurements, ensuring that they adhere to the USAID procurement procedures.
  • Provide grants management oversight (conducting pre-award assessments/ongoing monitoring, reviewing grant language and modifications, reviewing grants manuals, approving invoices).
  • Provide technical assistance and capacity building, as needed, to local partners and grantees on financial compliance and reporting to ensure sound financial management and compliance.
  • Maintain in-depth awareness and knowledge of the country and region’s security situation to advise the COP, DCOP, and program.
  • In coordination with the DCOP and COP, recruit, train, onboard, and mentor field staff. This includes developing the Field Office Staff Manual.
  • Operationalize internal management systems for the program’s financial, procurement, HR, and security systems and files in accordance with USG rules and regulations and Dexis’ policies and procedures. 
  • Ensure that all relevant government regulations and processes are followed and document any deviation to the established procedures with approval of the COP or their designee(s).
  • Conduct all HR functions in accordance with Dexis and USAID policies and regulations and Guinean legislation, including executing Consultant Agreements, including review and payment of consultant invoices.
  • Ensure all staff benefits are properly tracked and issued in accordance with the program’s policies, including keeping track of leave balances and ensuring staff take their paid time off.
  • Other duties as assigned by the Chief of Party.

 

Qualifications 

  • A minimum of ten (10) years of relevant work experience and a bachelor’s degree. Advanced degree preferred.
  • Demonstrated experience and strong understanding of USAID regulations and USG policies and procedures on human resources, security, financial management, financial reporting, and grants.
  • Strong experience leading and implementing procurement processes and systems in line with USAID and USG procurement policies.
  • Experience with USAID, Contractor, or international NGO managing an office or program. 
  • Minimum of three (3) years supervisory experience. 
  • Experience working in a complex, fast-paced and challenging field operations environments. 
  • Demonstrated experience and knowledge in overseeing program start-up and/or close-out. 
  • Regional or country experience required.
  • Supervisory experience working with culturally and geographically diverse staff. 
  • Professional proficiency in English and French.
