The interface with key policy stakeholders in Government, Parliament and Ofcom is critical both to the commercial interests of the businesses as well as ensuring they businesses comply with any changes to regulation of legislation affecting them.
This new role combines external engagement on policy matters with both the Government and Ofcom, particularly given the overlap in issues including affordability and social tariffs, the transition to digital voice and treatment of vulnerable customers, as well as new initiatives such as the implications of changes to Smart Data in the telecoms sector. The majority of the activity will relate to interactions with the Government, the Opposition and Parliament, representing TalkTalk’s position to these audiences and translating government policy back to the business. The remaining activities will cover engagement with Ofcom, updating them on developments at TalkTalk and translating and playing back any developments in regulatory policy back to the business.
Key Responsibilities
Managing relationships with key political stakeholders (Ministers, Civil Servants, Opposition MPs and advisers, other interested MPs e.g. select committee members), including organising and attending meetings as TalkTalk’s representative (including in person meetings in Westminster on a regular basis).
Managing relationships with consumer policy representatives at Ofcom as they relate to the transition to digital voice and TalkTalk’s migration policy; and liaising with colleagues in TalkTalk on Ofcom requirements in preparation for such meetings (for example in relation to vulnerable customers and migrations).
Managing relationships with industry bodies such as ISPA and the Digital Connectivity Forum, in particular to ascertain where interests of TalkTalk align with industry colleagues, so that a collective argument can be made. Leading the written responses to consultations from relevant Government Departments (e.g. DSIT, DCMS, Home Office etc) and Ofcom on areas of interest to TalkTalk and for the TSA period for PlatformX Communications (PXC). This will be done with input from colleagues across both businesses.
Ensuring teams across TalkTalk understand external policy developments from Government and Ofcom (excluding competition policy issues) and the implications for the business (and for the TSA period for PXC.)
On consumer regulatory policy matters, such as TalkTalk’s treatment of vulnerable customers during the transition to digital voice, to work with colleagues across TalkTalk to advise on Ofcom commitments so that they are well understood as the company’s policy is developed. The main responsibility for compliance will sit within the relevant operational teams, with advice primarily from the Head of Compliance, in addition to this role.Managing a Policy Associate who will support with policy research tasks as well as the management of the MP inbox, which you will oversee. The Policy Associate will also work with the Head of Regulation and Compliance on the fulfilment of Section 135 Information Requests.
