Job Summary:

The Data & Continuous Improvement Manager plays a pivotal role in supporting Goodwill’s Mission Services by ensuring that our case‐management database (Caseworthy) is configured, maintained, and leveraged to produce reliable data, meaningful reports, and actionable insights. This role ensures the integrity, accuracy, and usability of data across all service lines; responds to data requests; leads outcome and program evaluations; and partners with IT and leadership to build dashboards that help communicate impact, monitor performance, and drive continuous improvement.

Job Description

Essential Functions

Data Management & System Oversight

  • Serves as primary administrator of the Caseworthy database: structure, customization, security, and updates.
  • Ensures all data collection and entry processes align with best practices (validations, data types, reference tables, workflows).
  • Audits data regularly for completeness, consistency, and accuracy. Identifies and resolves data quality issues and discrepancies.
  • Manages user permissions, roles, and training in Caseworthy (onboard new users, maintain documentation).

Reporting, Analytics & Dashboards

  • Produces standard, recurring operational and performance reports (e.g. monthly, quarterly, annual) required by leadership, funders, and external stakeholders.
  • Responds to ad hoc data requests in a timely manner, ensuring proper understanding of the request and delivering appropriate output.
  • Collaborates with IT / BI / analytics teams to design, develop, and maintain visual dashboards (e.g. via Power BI, Tableau, or whatever tool is used) that effectively communicate key metrics, trends, and outcomes.
  • Performs deeper data analysis and evaluation to identify patterns, gaps, anomalies, and opportunities for improvement (e.g. cohort tracking, outcomes by population, program efficiencies).
  • Generates recommendations and insights from data to inform strategic decisions, program adjustments, resource allocation, and process improvement.

Program Evaluation & Impact Measurement

  • Defines and refines performance metrics, outcomes, KPIs, and logic models in partnership with program leadership.
  • Oversees data collection, sampling, and analysis for internal evaluation studies, outcome measurement, impact assessments, and grants/funders reporting.
  • Ensures that evaluation designs are rigorous, appropriate, and aligned with organizational goals.
  • Presents findings in clear, digestible formats (e.g. dashboards, slide decks, written briefs) to leadership, board, funders, and program stakeholders.
  • Facilitates learning cycles: feed data and insights back into program planning, improvements, and adjustments (continuous improvement loops).

Stakeholder Engagement & Training

  • Partners with program managers, front-line staff, and leadership to understand data needs and promote a data-driven culture.
  • Conducts training for staff on data entry best practices, proper use of the database, interpreting reports, and dashboard navigation.
  • Serves as liaison between mission services, IT, external evaluators, and funders for data-related efforts.
  • Serves as liaison with Goodwill Industries International on Caseworthy updates.
  • Helps develop and maintain documentation: data dictionaries, procedure manuals, user guides, standard operating procedures (SOPs), and metadata documentation.

Quality Assurance & Continuous Improvement

  • Continuously assesses data processes, reporting workflows, and evaluation methods; identifies inefficiencies, bottlenecks, or risks and recommends enhancements.
  • Leads data governance efforts: establishes policies, guidelines, standards, and oversight around data use, security, quality, and integrity.
  • Embeds continuous improvement philosophies into mission services operations, helping teams iterate based on evidence.
  • Monitors performance metrics over time, detects trends or drift, and initiates corrective actions or refinements.
  • Perform other duties as assigned.

Minimum Qualifications

Required Skills

Education

  • Bachelor’s Degree in Data Science, Statistics, Public Policy, Social Sciences, Information Systems, Business Analytics, or a closely related field.

Equivalent experience may be substituted for education requirements at a rate of two years of relevant experience for each year of required education.

Experience

  • Four years of progressively responsible experience in data management, analytics, evaluation, or performance measurement.
  • Direct experience with case management or client information systems (preferably Caseworthy or similar platforms).
  • Demonstrated track record of developing reports, analyzing outcomes, and supporting data-driven decision-making.
  • Experience working within nonprofit, human services, workforce development, or mission-driven organizations preferred.

Knowledge and Skills

  • Strong understanding of database design, administration, and data integrity practices.
  • Proficiency in querying and analyzing data using tools such as SQL, Excel, or equivalent.
  • Skilled in data visualization and dashboard tools (Power BI, Tableau, or similar).
  • Ability to translate complex data into clear, actionable insights for diverse audiences.
  • Knowledge of program evaluation methods, performance metrics, logic models, and continuous improvement frameworks.
  • Excellent organizational skills, attention to detail, and commitment to accuracy.
  • Strong communication skills—verbal, written, and presentation.
  • Ability to manage multiple deadlines and respond quickly to data requests.
  • Commitment to equity, inclusion, and using data to highlight and address barriers for clients.

Preferred Education / Experience / Knowledge & Skills / Certifications & License

  • Advanced degree (Master’s) in a relevant field (e.g. Public Policy, Social Science Research, Data Analytics).
  • Familiarity with social service metrics, outcomes, logic models, and evaluation frameworks.
  • Experience working with funders, grant reporting, or external evaluation processes.
  • Experience in developing predictive models, dashboards with real-time updating, or advanced analytics (e.g. cohort analysis, time-series).
  • Knowledge of data governance, data privacy, and compliance (e.g. HIPAA, GDPR, or similar).
  • Familiarity with integrations and API / ETL processes.
