Reporting to the Senior Director Market Access Strategy, Pipeline & Policy, the Director, the Director, Market Access Healthcare Strategy & Policy Analytics will be responsible for assessing the strategic, financial, and operational impacts of policy changes and drive solutions and planning within US Market Access and Commercial organizations to maximize opportunities, minimize risks, and ensure compliance with policy requirements. The director will work closely with GSK Public Policy & Government Affairs as a thought partner on market access implications of proposed policy issues to shape the health policy environment and advance GSK’s policy agenda and will also be responsible for leading teams in price negotiations with state and federal regulators.  

Proactively engages with multiple leaders within US Pharma, including Public Policy & Government Affairs, other MA leaders, CLT leaders, Finance, Corporate Communications, Investor Relations and represents GSK with external gov’t stakeholders and trade associations. The role requires a unique mix of skills including influencing, advocating, and translating payer policy into business strategies working across the US commercial business, industry associations, governmental payer, and other stakeholders.

  • Partners with Public Policy & Gov’t Affairs to identify and develops policy priorities related to commercial market access.
  • Monitors current and future healthcare policies, reimbursement dynamics, and innovative market access trends and identify risks and opportunities to current strategies to drive appropriate action.
  • Collaborates with various Market Access groups, VEO, Policy, Finance, and Legal to lead impact assessments for new state and federal rules and regulations and leads the development of US Commercial action plans to address new policies from a strategic and operational perspective.
  • Works with Finance to brief Sr. leadership of potential financial impacts of material legislative and regulatory policy changes to ensure risks are considered in long range forecasts.
  • Assists in the analyses and responses to regulatory and payment proposals, including those from CMS and other relevant agencies as the healthcare environment changes through IRA, 340b, Drug Price Reform, State Pricing laws, PBM Reform etc.
  • Prepares internal and external communication plans to share key payer & policymaker trends and insights and inform the organization of strategic, financial, and operational implications and works with CMS, PhRMA, and BIO to influence federal and state legislation.
  • Engages Market Access colleagues on emerging policy changes to collectively develop action plans and incorporate necessary changes into broader Market Access & commercial strategies.
  • Leads a cross functional team to ensure preparedness for GSK products targeted by for price negotiations at the federal (i.e., CMS) or state level. Facilitates the negotiation process and guides the cross functional team to optimize GSK outcomes and ensure compliance with government requirements.
  • Leads state law transparency reporting compliance.

Basic Qualifications:

  • Bachelor’s degree
  • 7+ years' experience in market access, federal policy, consulting, or similar experience
  • 3+ years direct market access experience
  • Role Located in Durham or Philadelphia
  • Travel Required:  10-15%

Preferred Qualifications:

  • Advanced degree is preferred.
  • Broad and deep knowledge of the US healthcare landscape including state, federal, and private third-party payer dynamics; payer and provider reimbursement methodologies; and payer policies and the associated political environment including policy issues/trends that may influence access or performance.
  • Comprehensive understanding of Commercial, Medicare Parts A, B, C, D, PHS 340 program and state Medicaid program and understanding of HCPCS, CPT, and ICD-10 coding regulations.
  • Understanding of Inflation Reduction Act requirements and associated impacts for pharmaceutical manufacturers
  • General understanding of pharmaceutical pricing and basic finance and forecasting principles
  • Exposure to government healthcare programs and pricing calculations and their impact on the larger enterprise and pricing strategies.
  • Experience facilitating and managing effective project teams, plans and deliverables including expertise in identifying, managing, and mitigating project risks and communicating project status.
  • Strong analytical, communication, and leadership skills, with ability to synthesize and effectively communicate high-level insights and/or complex, disparate issues to senior leaders or external partners in a clear, concise manner through written communication or verbally.
  • Experience with performing financial modelling and impact assessments.
