The Health, Safety & Environmental Manager is the site lead for all Health, Safety and Environment matters and is an integral member of the leadership team.  The individual is responsible for maintaining and improving Health, Safety & Environmental management systems and driving adherence to external as well as corporate standards.

The role has the responsibility for ensuring the interpretation and local execution of the corporate H&S Strategy, as well as providing support and guidance to local projects and activities to drive improvement within the Health, Safety & Environmental field.  The individual will be the subject matter expert of all topics in the field of Health, Safety & Environmental and will work closely with operational teams to achieve excellent safety performance.  The role holder will be a proven “completer finisher” and self-starter capable of leading direct and indirect reports, influencing behaviours and delivering results.

Responsibilities

  • Ensure that the site has robust systems and procedures that demonstrate compliance with all relevant national legislation in the area of Health, Safety & Environment and ensure that a regular audit schedule is completed to validate compliance to regulations.
  • Ensure that the site demonstrates compliance with Global Health, Safety & Environmental standards through robust KPI’s and other measurements in line with company objectives & targets.
  • Defines and develops Health, Safety & Environmental tactical activities in line with company HSE strategy
  • Acts as the subject matter expert (SME) on site for Health, Safety & Environmental issues and provides guidance to all managers and staff while acting as the focal point for all regulatory authorities external to the site on Health, Safety & Environmental topics including reporting of incidents to meet national Health, Safety & Environmental reporting standards.
  • Maintain & develop the Health, Safety & Environmental pillar & subcommittee management structure to drive improvement in safety performance on site, employee engagement and reduction in risk to all employees.
  • Manage communication of site Health, Safety & Environmental performance to group level in line with business expectations.
  • To ensure that full root cause analysis is carried out using appropriate investigation techniques on all first aid, recordable, lost time incidents and fires in the event of a significant incident.  Following root cause analysis, ensure follow up of action plans & management of stakeholders to completion to prevent reoccurrence.
  • Ensure the CARE and internal occupational dust / fibre-monitoring programs are completed in line with the defined schedule and produce regular internal communications on atmospheric monitoring results to the workforce.
  • Manage occupational health surveillance monitoring within the site to ensure that the employees are not exposed to long-term risk within the workplace and that the organization are not exposed to liability from employee behaviours.
  • Ensure risk assessments are completed / approved and periodically audited in line with a defined schedule or when changes are made to the process inside the workplace via a recognized change management system.  Ensure timely completion of resulting action plans with relevant managers and stakeholders.
  • Ensures employees are trained in Health, Safety & Environmental topics in order to meet minimum site standards in safety for each role carried out in their employment & new employees (agency, contract or permanent staff) have Health, Safety & Environmental inductions before commencing work in line with company policies.
  • Ensure that the site meets, maintains & develops emergency response procedures with drills and desktop exercises that meet corporate and national emergency response standards to ensure that all personnel conduct themselves in an appropriate manner in the event of an emergency. 
  • Ensuring appropriately specified H&S items / equipment are purchased in line with site H&S budget and site requirements.
  • Define and sponsor medium scale improvement projects to improve workplace safety standards including submission of CAPEX documentation for Health, Safety & Environmental investment.
  • Coaches and guides other managers to improve / develop management styles & behaviours to improve the safety culture on site, while acting as a role model to ensure noncompliance versus regulation in the workplace is not tolerated.

Essential Qualifications:

  • The role holder will hold the NEBOSH Diploma in Occupational Health and Safety or be working towards.
  • The role holder will have prior exposure to ISO14001 & ISO 18001 environmental & occupational standards.
  • The role holder will be able to demonstrate knowledge of UK / EU safety legislation applied under HASAWA and understand current practices in topics as diverse as machinery guarding, CE marking standards, COSHH, DSEAR, OSHA reporting requirements etc.

Desirable Qualifications:

  • Experience of auditing H&S and Environmental aspects of the business
  • Experience in Environmental reporting with a supporting Environmental NEBOSH qualification.
  • The role holder will be able to demonstrate experience of working with formal Management of Change systems (MOC) to reduce safety and operational risks. 
  • Experience of operating within a chemical driven manufacturing facility
  • Formal experience in Process Safety Management techniques such as HAZOP is an advantage for the role.
  • The applicant should be able to demonstrate experience in application of behavioural safety management systems in order to drive an interdependent culture within a workforce.

  • Root Cause Analysis & Problem Solving - Identifies and resolves problems in a timely manner; gathers and analyses information skilfully using techniques such as (but not limited to) Ishikawa diagrams, 5Why Analysis in cross functional teams / groups to deliver permanent corrective actions to operational safety issues, using reason even when dealing with emotional topics.
  • Innovation - Displays original thinking and creativity; meets challenges with resourcefulness; generates suggestions for improving work; develops innovative approaches and ideas; presents ideas and information in a manner that gets others' attention.
