Job Summary

The Manager, ATS Learning Development Portfolio directs and collaborates with a diverse team and is accountable for the development, implementation, and maintenance of training for operational employees and may include oversight of learning content for initial, unit specific, on-job, annual recurrent and/or end user training. The Manager, ATS Learning Development Portfolio will be assigned a specific portfolio which may focus on a particular type, training stream, or operational discipline. The Manager is also responsible for the integrity of design intent being maintained throughout the system. This task requires excellent leadership skills and influence with many stakeholders, including several unions and management employees.

In this role you will:

  • Develop and maintain common procedure, processes, and guidelines for training curriculum development and implementation.
  • Manage a team of Learning Quality Specialists, Instructional Designers, and subject-matter experts who, with a common procedure, and in line with national curriculum design and intent, provide the development of all localization required for courseware and simulation materials for initial, unit specific courseware, as well as continuous learning and technical learning localization (ART and EUT).
  • Develop and maintain courses, publish curriculum and courseware materials according to policy and common procedures and guidelines.
  • Provide feedback for the Operational Training Policy as it relates to ATS curriculum development to ensure national regulatory standards are adhered to and all legal accountabilities are ensured.
  • Support and build teams.
  • Manage resources and develop budget plans and projections for the development of courseware.
  • Prioritize the work of staff and motivate staff to meet their individual potentials, so that the work of the division can meet its objectives to provide the delivery of a first-class training service.
  • Collaborate and persuade to get people to work outside their normal scope of work to provide effective training which impacts the success rate and cost of training.

What you bring:

Education:

  • Bachelor’s degree and related experience (including operational training experience) in Education or related field, or specific knowledge in the areas of adult education, evaluation, training system design, curriculum development, measurement, and testing.

Experience:

  • Experience in the design and development of curriculum and training programs, measurement and evaluation methodologies, and project management.
  • Experience in leading and facilitating groups and teams with diverse backgrounds.
  • Experience in project management as well as budgetary and financial management.

Knowledge:

  • Knowledge of curriculum development including training evaluation processes and performance metrics techniques.
  • Knowledge of the Company’s goals, culture, values, code of ethics, strategic plans, operational performance, and policies/procedures related to safety and ATS Learning.
  • Knowledge of budgetary management and human resource management.
  • Broad knowledge of multi-disciplines within the Air Traffic Services group as well as operational culture as it relates to training.
  • General knowledge of the company’s software tools (i.e., MS Office) as well as equipment used in the operational environment.
